In the past 20 years Afghanistan worked hard to increase access to health services across the country, with remarkable progress. The Sehatmandi project introduced a performance management system for the service providers (SPs) of the BPHS/EPHS health services. This system was supported by an extensive independent Third-Party Monitoring program needed to hold service providers accountable and to monitor the availability and quality of services for better decision-making and allocation of resources. In light of the recent developments, it was crucial to maintain appropriate and accessible health services, which requires sufficient human resources and medical supplies. WHO/UNICEF jointly ensured the continuation of the health services in Afghanistan for an initial period of three months, starting on November 2021 until January 2022. To ensure effective performance monitoring of the health services provided and enable payments to SPs, Particip/KIT proposed to carry out TPM services.

I. HMIS Verification and HF functionality Assessment

Specific Objectives for Verification

• Verified the HMIS key performance output indicators (11 P4Ps), covering the period from November 2021 to January 2022.
• Verified the functionality, as defined per the minimum standards of services (MSS), set in the Afghanistan MoPH SoP for BPHS and EPHS, covering the period from November 2021 to January 2022.
• Verified the monthly salary payments for the health staff for the period from November 2021 to January 2022.
• Assessed the HMIS reporting performance (completeness, timeliness, consistency and accuracy) covering the verification period from November 2021 to January 2022)

Specific objectives for Assessing trends

• Assessed the HMIS reporting performance of the 11 P4P indicators (completeness, timeliness and consistency) during the period from July 2021 to December 2021).
• Assessed the functionality of BPHS and EPHS facilities implemented by contracted SPs (NGOs), and the level of compliance with the minimum standards of services, as defined in the Afghanistan MoPH SoP during the period from July 2021 to December 2021.
• Conducted trend analyses to assess the changes in the health services provided since July 2021 and the fluctuations overtime.

II. Drug Quality Assessment

Specific objectives

• Screened the quality of selected medicines in a representative national sample of public health facilities (BPHS and EPHS) supported by WHO/UNICEF during the three months of November 2021 to January 2022.
• Identified medicines that are not in compliance with quality standards and regulatory enforcement from both public sector facilities (BPHS and EPHS)
• Recommended appropriate regulatory actions and adjust pharmaceutical policies based on results of the quality screening of the medicines distributed in public and private sector
• To enhance local capacities to conduct cost-effective and sustainable drug quality assessment

The main objectives of this evaluation were to provide the relevant services of the European Union and the interested stakeholders with:

• an overall independent assessment of the past performance of the first two Technical Cooperation Facilities being implemented in Georgia, paying particular attention to its intermediate results measured against its expected objectives; and the reasons underpinning such results;
• key lessons learned, conclusions and related recommendations in order to improve current and future Interventions.

In particular, this evaluation served to assessment of planning and designing of the present interventions supporting implementation of EU-Georgia agreements, more specifically EU-Georgia Association Agreement to identify enabling factors and those hampering the design and implementation of these programmes and to deliver recommendations for planning and design of future programmes in support of EU-Georgia agreements.

The main users of this evaluation are the EU Delegation to Georgia and from the Georgian side, the Ministry of Foreign Affairs of Georgia.

Desk review and professional editing and formatting of the draft Revised RISDP.

Results: Revised RISDP is improved in terms of the overall presentation and content, including improvements of its authenticity.

The main purpose of conducting a Human Resources and Administration (HRA) business process reengineering is the need for redesign and modernisation of all HRA processes at SADC Secretariat so as to increase organisational, efficiency and effectiveness.

Results:

a) Project Inception Report, which shall consist of the detailed Project Work Plan to carry out the assignment.

b) As-Is Study Report, including stakeholder analysis, identification of services, and detailed process diagrams for the current business processes.

c) Business Process Reengineered Recommendations Report and mapped business processes, documented as Standard Operating Procedures that are transparent, effective, efficiency, measurable, lean and that are easy to understand.

The general objective of this evaluation is to provide an independent assessment of the performance of EU support to the Rule of Law (RoL) and Anticorruption in the period 2010-2021 in INTPA partner countries, funded under DCI, EDF, EIDHR, IcSP, CSO and relevant Trust Funds. The evaluation seeks to be a stock-taking and forward-looking exercise but will focus on learning i.e. the identification of key lessons on what has and has not worked and why.

In addition, the specific objectives for this evaluation are:

• To assess the EU support to independent, effective and efficient justice systems, notably a) legislative processes (legality), b) legal certainty and access to justice; and c) equality and accountability before the law, in terms of its impact on good governance (including stability, human rights and democracy, environmental governance and business climate).
• To look at actions aimed at promoting anti-corruption, public accountability and transparency, improving the justice systems and enforcing the principle of separation of powers.
• To pay specific attention to the inclusion of different groups (political, ethnic, religious, etc.), women and youth in decision making at all levels.
• To gather insights on the extent to which the different tools, instruments and modalities used in the EU response have been beneficial in providing effective support to partner countries and the interactions and coherence of those, notably of policy and political dialogue.
• To evaluate the rationale of the EU in these supports to RoL, as well as risk mitigation measures and the impact of policy dialogue, not least on societal and state resilience.
• To produce recommendations for decision-makers in DG INTPA, FPI, DG NEAR, DG ECHO, DG Trade, DG JUST and EEAS on how to improve the EU’s policy strategy and implementation.

The temporal scope of the evaluation is 2010 to 2021, with a particular focus on the previous MMF (2014-2020). The evaluation will focus on the support provided to core state institutions and civil society organisations, specifically: state institutions and oversight bodies, justice institutions, anti-corruption agencies, civil society and human rights institutions.

The objectives of the project were to enhance the capacity of local CSOs to contribute to development processes in Malaysia through governance, public accountability, and promotion of inclusive policy-making, with a view to contribute to poverty reduction and the attainment of sustainable development goals (SDGs).The specific objective was to strengthen the capacities of CSOs to participate in the country's development process, in the context of the EU CSOs Roadmap2 and for the benefit of CSOs in Malaysia in the context of SDGs.

The main objective of the mission was to provide technical assistance to the TAAF for the design /

formulation of the new cooperation programme for the period 2021-2027 (regional envelope),

as well as the identification and design of actions to strengthen the regional integration of the TAAF.

Specific objectives:

• OS1: To provide technical assistance required by the TAAF territory for the formulation/design of the Indian Ocean regional programme 2021-2027. The formulation will be based on the Multi-Annual Indicative Programme (MIP) presented by TAAF as Authorising Officer.
• OS2: Support the TAAF territory to identify and formulate joint actions and/or actions to be carried out in collaboration with other outermost regions and states in the region in order to strengthen regional integration.

The global objective of this action was to contribute to the implementation of the HDP nexus to bridge the gap between short, medium and long-term EU action in fragile and crisis- or conflict-affected partner countries, increasing its coherence and impact.

The specific objective of the study was to shed light on the variables that contribute or hamper the operationalisation of the HDP nexus on the ground (including different understandings among actors of key HDP nexus elements), as well as on the way in which these factors can be reinforced or mitigated through specific actions. To do so, the study offered strong evidence-based and analytical inputs as well as specific recommendations to: 1.- the EU as a whole, 2.- the different EU actors, and 3.- the EU in its relations with MS and non-EU actors including like-minded states, international organisations (IOs) and civil society in fragile countries.

The evaluation was mainly dedicated to providing the relevant services of the European Union, interested stakeholders and the general public with the following information:

• an analysis of the systemic contribution of the various interventions financed under the financing agreement submitted for evaluation, paying particular attention to its results, in comparison with the expected objectives, and the reasons supporting these results
• lessons learned, conclusions and associated recommendations, so as to improve, where appropriate, other present and future interventions on the reduction of illegal logging of timber and forest products.

In particular, this evaluation measured the performance of the intervention, its determining factors and those which justify the quality of the results obtained. It served as a basis for planning future EU interventions in the same sector. In concrete terms, the evaluation provided, among other things, information on:

• the nature of the mechanism and / or the application put in place, as well as its state of operation during and after the period of implementation of the financing agreement submitted for evaluation.

The main users of this evaluation was the EU services and the Congolese government, as this evaluation allowed lessons to be learned on the implementation of targeted actions for a better projection on future interventions.

The overall objective of the project was to achieve increased visibility of EU and the EU assistance provided to the Republic of Moldova, while providing targeted information on tangible results for the Moldovan citizens. The focus of this contract were EU values and assistance provided to the country, taking as reference the framework of the Association Agreement (AA) and the Deep and Comprehensive Free Trade Agreement (DCFTA). In addition to this, increased focus was placed on visibility of the European Neighbourhood Policy (ENP), the European Neighbourhood Instrument (ENI), the Eastern Partnership (EaP) and EU regional policies.

This objective was implemented via three key areas:

1. Europe Day events

2. High-level communication events, cultural events and ad-hoc events

3. Communication tools of EU Delegation

Last but not least, a special focus was placed on the role and importance of European values and culture, thus providing a pivotal role to communication activities focused around cultural aspects, both of the EU and the Republic of Moldova.
