The overall objective to which this action contributed was to achieve increased visibility of the EU and the EU assistance provided to the Republic of Moldova, while providing targeted information on tangible results for the Moldovan citizens. The focus of this contract were the EU values and assistance provided to the country, taking as reference the framework of the Association Agreement (AA) and the Deep and Comprehensive Free Trade Agreement (DCFTA). In addition to this, increased focus was placed on visibility of the European Neighbourhood Policy (ENP), the Neighbourhood, Development and International Cooperation Instrument (Global Europe), the Eastern Partnership (EaP), EU regional policies and the status of the Republic of Moldova as EU candidate country.

This objective was implemented via three key areas:

1. Europe Day events

2. High-level communication events, cultural events and ad-hoc events

3. Communication tools of EU Delegation

Last but not least, a special focus was placed on the role and importance of European values and culture, thus providing a pivotal role to communication activities focused around cultural aspects, both of the EU and the Republic of Moldova.

The purpose of this project was to provide effective management of areas of the ecological network, with the aim of contributing to a favorable state of preservation of endangered and rare species and habitat types at a biogeographical level through the development of management plans.

Group 2 consisted of the development of 37 management plans, which set out the goals and activities required for the conservation and management of the selected ecological network areas, enabling monitoring of the implementation of these activities and evaluation of their effectiveness.

The project consisted of 4 components:

• Component 1: Development of final drafts of the management plans
• Component 2: Engagement of Planning Assistants
• Component 3: Organisation of workshops
• Component 4: Engagement of Experts in Ecology of Species and Habitats

The evaluation will take stock of all that has been achieved with the primary objective of enabling lessons learned and recommendations to inform:

• The conditions under which the budget support has an effect (or not) and the possible intensity and nature (positive or negative) of this effect on the Environment and Sustainable Development sector.
• The design and implementation of future budget support operations for the Environment and Sustainable Development sector.
• The improvements that will be implemented by the European Union (or other budget support provider(s)) to maximize the impact of budget support in the sector.
• Constraints in government policies, institutional structures and administrative arrangements in Colombia that may hinder the effectiveness of the budget support in financing specific actions and reforms and public policies.

The evaluation of human rights-based approach in Finland’s development policy and cooperation informed the Ministry on how HRBA has been applied in development cooperation during 2019-2021, how the approach could be implemented more effectively, and what its linkages with risk management are. The main users were the Ministry, the Development Policy Committee, different partners, actors and stakeholders.

The evaluation used a realist perspective, with contribution analysis providing an overall approach. A Theory of Change was developed. Context case studies covered long-term partnerships (Tanzania, Mozambique); HRBA in transition contexts (Zambia, Kenya, Vietnam) and HRBA in conflict contexts (Somalia, Kenya, Palestine).

Thematic cases on “Innovations and trends towards transformational development cooperation”; “HRBA in partnering with multilaterals”; “HRBA in severe headwinds” and “From cross-cutting objectives to HRBA, lessons from disability interventions” were completed. In addition to document review, over 250 interviews, three focus group discussions, and an e-survey among partners were undertaken. A separate component of the evaluation was the use of data science techniques for analysing documents.

The mid-term review (MTR) of the Support Programme for Refugee Settlements in Northern Uganda (SPRS-NU) was commissioned by Enabel.

The Enabel-led component of SPRS-NU aimed to enhance the livelihoods of refugee and host communities through technical vocational education and training and entrepreneurship support. It was implemented in five districts of Northern Uganda (Adjumani, Arua, Madi Okolo, Terego, and Yumbe) and the Kiryandongo district in Western Uganda. The MTR assessed the first 22 months (from December 2021 to September 2023) of the last phase of the programme.

The MTR served the purposes of accountability (through performance assessment), and learning and steering (by explaining what works and does not work, and why, as well as through evidence-based lessons for other interventions and recommendations for decision-making). It addressed the six evaluation criteria of relevance, coherence, efficiency, effectiveness, impact and sustainability, as well as the cross-cutting themes of gender and environment.

Qualitative data were collected during a field mission in five of the six intervention districts (including stakeholder interviews, focus group discussions with direct beneficiaries, and direct observation) and in remote interviews. The review also drew on documents and existing quantitative M&E.

The general objective of this evaluation was twofold. Firstly, to provide the relevant external co-operation services of the European Union (EU) and the wider public with an overall independent, evidence-assessment of the EU cooperation with the Independent State of Papua New Guinea (PNG) between 2014 and 2021. And secondly, to identify key lessons and to produce recommendations in order to inform the responsible decision makers on how to improve the current and future strategies, programmes and actions of the EU in PNG.

Its specific objectives were the following:

• To assess the performance (relevance, efficiency, effectiveness, coherence, impact, sustainability and EU added value) of EU support (policy dialogue and financial assistance); and
• To provide recommendations for the next programming period.

The evaluation paid particular attention to the areas of i) Rural development and Rural Infrastructure; ii) Investment, Trade and Private Sector Development; iii) Education and Technical and Vocational Education and Training; iv) Water, Sanitation and Hygiene; iv) Good Governance including Public Finance Management; and v) Forestry, Climate Change, and Biodiversity. It led to the identification of conclusions, lessons learnt (both positive and negative), good practices regarding the achievement of the EU’s cooperation with PNG with a set of targeted and useful forward-looking recommendations for the improvement of the programming, assistance, and implementation of current EU interventions in the country.

The mid-term review of the Beekeeping Value Chain Support (BEVAC) Programme in Tanzania was commissioned by Enabel.

BEVAC aims to enhance the beekeeping industry's contribution to inclusive economic growth in Tanzania. The specific objective is that quality honey produced in an environmentally sustainable manner leads to increased market penetration. BEVAC runs from 2021 to 2024 in seven regions of Tanzania (Kigoma, Katavi, Tabora, Singida, Shinyanga, North Pemba and South Pemba) with a total budget of EUR 10 million.

The mid-term review served the purposes of accountability (through performance assessment), and learning and steering (by explaining what works and does not work, and why, as well as through evidence-based lessons for other interventions and recommendations for decision-making). It addressed the six evaluation criteria of relevance, coherence, efficiency, effectiveness, impact and sustainability, as well as the cross-cutting issues of gender and youth empowerment, among others.

Qualitative data were collected during a two-week field mission (including stakeholder interviews, focus group discussions with leadership and members of cooperatives, and direct observation) and in remote interviews. The review also drew on documents and existing quantitative M&E and survey data.

The main objectives of this evaluation are to provide the relevant services of the European Union, the interested stakeholders with:

• An overall independent assessment of the performance of selected CT-P/CVE measures funded by FPI.2 during the years 2017-2022, paying particular attention to its different levels of results measured against its expected objectives; and the reasons underpinning such results
• As a particular approach to regional actions, a specific case study shall be carried out to assess the regional framework for support to CT-P/CVE measures in the Asian context, managed by the Regional Team in Bangkok. It is expected that the present evaluation assesses the relevance, added value and success of developing a model for CT and P/CVE actions, respectively, which have been replicated in different countries/contexts in Asia/Pacific (in Pakistan, Sri Lanka and Maldives for CT; and in Southeast Asia, Sri Lanka and Maldives for P/CVE). If deemed relevant, links can also be made to regional approaches in other RTs;
• Key lessons learned, conclusions and related recommendations in order to improve current and future interventions.

In particular, this evaluation will serve the contracting authority and other interested services to better understand the performance of the Intervention, its enabling factors and those hampering a proper delivery of results to inform the planning and implementation of current and future support to tackle CTP/CVE.

The main use of the results of the evaluation is expected to be

• To draw general lessons that can be used for the future approach to interventions in the sector
• To draw specific lessons that can be replicated in other similar interventions
• To draw specific lessons from the regional approaches, in particular the one applied by the Regional Team in Bangkok in terms of stocktaking, dynamics and replicability.

The main users of this evaluation will be the contracting authority, FPI.2, including its Regional Teams in Bangkok, Nairobi, Dakar, Eastern Europe and Central Asia (managed from Brussels). The Regional Team in Brasilia is less involved since they currently do not manage any CT-P/CVE projects.

The members of the Sahel Alliance have chosen to concentrate their efforts in five priority sectors of intervention, in line with the development priorities established by the G5 Sahel countries: Agriculture, rural development and food security; Decentralisation and basic services; Education and youth employment; Energy; Governance.

The overall objective of this contract is to produce the 5-years Technical Report in line with the needs of the SA needs. In line with the commitments of the SA and its members, the Sahel Alliance Coordination Unit (UCA) plans to produce a SA 5 years results report in 2023.

The 5 years results report will include the following elements:

• Analysis of the evolution of the national indicators included in the Alliance results framework in relation to the target values set by the G5 Sahel countries.
• The analysis of the aggregated results of the projects included in the Alliance Sahel portfolio in line with the project indicators included in the Alliance Sahel results framework.
• Analysis of the achievements attributable to the Sahel Alliance stricto sensu will beproduced, in order to show whatthe platform has collectivelyachieved and what its membersare achieving individually.

The following elements should be taken into consideration while drafting the report:

• A qualitative analysis will be needed, particularly in terms of Sahel Alliance member organizations contribution to the provision of basic services;
• The contexts of Sahelian countries (crisis, displacement of population, COVID-19, etc.) should be taken into account in the analysis of results where possible;
• Where possible, the results obtained should be read with regard to the existing policy messages and the sectoral notes issued by the sectoral and thematic coordination groups of the SA in order to measure their operational translation
