The overall objective was to contribute to poverty reduction and development in the Republic of Yemen through EU cooperation assistance as well as promoting EU cross-cutting objectives related to environment and climate change, rights based approach, persons with disability, indigenous peoples and gender equality. The specific objective was to conduct third-party monitoring and evaluation of EU projects in Yemen.

Two main outputs delivered for this project:

• Requested output 1: A third-party monitoring report for each of the third-party monitoring assignments.
• Requested output 2: An evaluation report for each of the evaluation assignments.

The overall objective of the intervention is to support DG NEAR to strengthen the linkages between the planning/programming, monitoring and evaluation of EU support (policy dialogue and financial assistance) in the context of the neighbourhood and enlargement policies.

The three purposes of this contract are as follows:

• to provide methodological support to DG NEAR staff and implementing partners for the design of strategic documents (e.g. indicative strategy papers, single support frameworks, sector planning documents), and of programming documents e.g. action documents, annual action programmes) in particular the elaboration of context analysis, definition of problems, the elaboration of intervention logic diagrams, and the definition of relevant indicators;
• to provide methodological support to DG NEAR staff and implementing partners for the design of monitoring and evaluation systems/arrangements at sector/policy/action levels and the implementation of the monitoring activities and evaluations of EU support;
• to promote a monitoring, evaluation and learning culture within the DG and in the partner countries/beneficiaries.

The general objective of this program (2018-2024) was to contribute to gender equality in Morocco through a human rights approach, with the specific objectives of:

• increasing women's empowerment and enjoyment of their rights;
• combating violence against women and promoting a culture of equality;
• ensuring gender mainstreaming in sectoral public policies and local governance.

The general objective of the project was to contribute to the implementation of the cooperation strategy of the European Union with the Kingdom of Morocco, in particular in terms of promotion of gender equality.

The specific objectives were to proceed to the identification and formulation of a top up to the MOUSSAWAT Support Program (phase II)

++SO1: Combat all forms of gender-based violence in the public and private spheres, online and in the workplace++

• Support policies and programs to prevent gender-based violence
• Ensure the protection and care of victims of gender-based violence
• Strengthen the effective criminalization of gender-based violence

++SO2: Contribute to the empowerment (emancipation) and realization of economic, social and labor rights of girls and women++

• Promote women's access to education at all levels, to vocational training and support their professional integration
• Improve women's access to decent work
• Facilitate women's access to productive resources, financing and entrepreneurship

++SO3: Contribute to women's equal rights and opportunities to participate in political processes and governance at all levels++

• Support the strengthening and/or modification of legislative and regulatory frameworks for gender equality in political participation
• Support women's and girls' participation at the national and local levels
• Promote women's leadership in public administration (national and territorial) and the private sector

++SO4: Promote a culture of equality++

• Fight against discrimination and gender stereotypes
• Support gender responsive budgeting at the institutional level

The objective is to contribute to ++poverty reduction++ and ++development++ in the Republic of Yemen through ++EU cooperation assistance++ as well as promoting ++EU cross-cutting objectives++ related to ++environment++ and ++climate change++, rights based approach, persons with disability, indigenous peoples and gender equality.

The mid-term review of the project “Renewable Energy for Rural Development 2+ (RERD2+)” was commissioned by Enabel. The project was initiated in 2018 as a continuation of the “Renewable Energy for Development Project 1”. The Project is scheduled for completion by the end of 2024.

The mid-term review served the purposes of accountability, learning, and steering. It addressed the standard evaluation criteria, The purpose of this mid-term review was to support the project towards a successful completion. The work has included the desk review of documents, field visits to the sites of implementation, as well as extensive interviews and triangulation of data, observations, and collected views to formulate findings.

The main objectives of this evaluation are to provide the European Union departments concerned, interested stakeholders and the general public with:

• an overall independent analysis of the performance of the Global Climate Change Alliance Programme in Mali phase 2 (GCCA-Mali2), paying particular attention to its different levels of results in comparison with its expected objectives, and the reasons for these results;
• the main lessons learned, conclusions and recommendations to improve current and future interventions.

The main objectives of this evaluation were to provide the relevant services of the European Union, the interested stakeholders with:

• an overall independent assessment of the performance of the “Support to enhanced cooperation in sustainable transboundary water management in the Mekong Basin”, paying particular attention to its different levels of results measured against its expected objectives and the reasons underpinning such results;
• key lessons learned, conclusions and related recommendations in order to improve future interventions (this will include the presentation of options for potential future follow-up intervention(s)).

This evaluation fed into the EU’s assessment of its engagement in the Mekong sub-region as well as potential follow-up intervention(s) that could possibly be financed under the Regional Multi-annual

Indicative Programme for Asia and the Pacific 2021-2027 (subject to the availability of funds). On this basis, the evaluation was forward-looking and took into account the EU’s bilateral cooperation with the countries of the Mekong, other relevant EU regional projects and programmes (for e.g. on forestry, wildlife, safe food systems), and potential for a Team Europe Initiative stemming from possible synergies with EU Member States’ relevant support (as the case may be).

The objective of the FWC was to provide, via individual assignments defined and contracted through Specific Contracts, expertise which was be mobilised at short notice in the following fields:

1. Education (formal and non-formal)

2. Vocational Education and Training - VET (formal and non-formal)

3. Lifelong learning

4. Culture

5. Social Inclusion and Protection (formal and informal)

6. Health

7. Research & Innovation

The specific objectives of this contract are as follows:

• Identify, collect, analyse, assess and synthetize all the necessary information for the formulation of the new Programme. This includes the analysis of the possible implementation modalities for the future Programme.
• Write the Action Document of this new Programme according to the template (to be provided).

Trafficking and the worst forms of child labour are a phenomenon that affects the entire West African sub-region, including Côte d'Ivoire, Benin, Togo, Mali and Nigeria. Burkina Faso is recognized as a supplier, transit and receiving country for children. In addition, the Burkinabe authorities estimate that half of Burkinabe children work in households, in agriculture - particularly on cotton fields and fruit and vegetable plantations - and in gold mines. The proportion of children aged between 8 and 18 living apart from their parents due to their work is estimated at about 5%. Reliable data on child labour and child trafficking are not available as there are methodological challenges in collecting data on this sensitive subject. With the development of a national child protection strategy for the period 2018-2027, the country aimed to build on the achievements while addressing the weaknesses of the protection system identified in the 2008-2017 COSP mid-term evaluation and confirmed by the mapping report in 2014. This strategy also aimed to operationalize the system approach desired by all, in the design, implementation and evaluation of policies, programmes and actions for children.

The "Children and Youth Fund" project was part of the national strategic framework for the protection and promotion of children's rights and the fight against trafficking and the worst forms of child labour. The objectives and areas of intervention of the Project were integrated into the priority actions of the National Action Plans.

The overall objective of the project was to contribute to the consolidation of human capital and the promotion of social protection.

The ++specific objective++ of the project was to strengthen the legal, institutional, socio-economic and cultural environment conducive to the promotion and protection of the rights of the child.

The ++results++ expected were as follows:

• Social infrastructure for children and young people, especially vulnerable children and youth, is set up and equipped;
• premises for communal social services are built and furnished;
• School canteens are supported with food for students' meals;
• and scholarships for studies and vocational training are awarded to vulnerable children and young people
