The programme Partnership for Employment and Strengthening of Small and Medium-sized Enterprises under the Special Initiative Jobs (SI Jobs) funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the German International Development Cooperation Agency (GIZ) aims to increase job-creating growth of African and European companies operating in Senegal. The programme operates throughout the country and is supervised by the Ministry of Economy, Planning and Cooperation (MEPC).

In order to achieve its ambitious objectives of improving the business climate for investment, strengthening the competitiveness of SMEs and increasing the competitiveness of enterprises, the SI Jobs programme relies on three key levers.

• Output 1: Improving the investment conditions for African and European companies in Senegal through the identification and support of Senegalese projects with investment potential
• Output 2: Increasing the efficiency of selected SMEs
• Output 3: Improving the business ecosystem in the ICT and agribusiness sectors

This assignment is designed to contribute to the objectives of ++Output 2++ and ++Output 3++ of the SI-Jobs Senegal programme.

The service is articulated around 5 main tasks (See services provided). These tasks aim at providing technical assistance (TA) and capacity building to the Rural Economy and Management Centres (CGER) of the Senegal River Valley so that they can consolidate and Senegal River Valley so that they can consolidate and develop their missions, namely: to accompany the development of the companies, members of the system.

The overall objective (Impact) to which this action will contribute was to facilitate the implementation of EU related strategies, policies and acquis in order to boost sustainable development of the Forestry sector in North Macedonia.

The specific objectives of this contract was to provide assistance to MAFWE to progress in the reforms in the forestry sector including strategic, legal, institutional and entrepreneurial frameworks, as well as development of informational and other tools for sustainable forest management.

The ++overall objective++ of the TPM for primary health care (PHC) and secondary health care (SHC) at PHC/BPHS and SHC/EPHS facilities is to ++independently verify the implementation++ processes and outcomes achieved by the contracted Service Providers (SPs) in supported health facilities and service delivery points, including verification at the community level.

More specifically, Particip,

• Monitors Health Facility Functionality;
• Conducts HMIS Data and Community verification;
• Conducts Drug Procurement, Distribution and Storage Assessment;
• Monitors Quality of Care. In phase 2 this includes Quantified Quality Metrics (QQM) Approach, Minimum Standards of Services (MSS) and high-impact value interventions (HIVA)- specific monitoring.

Furthermore, focused assessments are carried out to verify that health workers received trainings provided by third parties. Assessments of training and protocols on gender-based violence are also conducted at EPHS facilities.

Under the 11th EDF, the European Commission has adopted the State Building Contract (SBC-II) adapted to the context of fragility, with a view to contributing to the implementation of key reforms in three priority areas:

• the modernisation of the administration
• public finance reform and
• education

The SBC-II programme aimed in particular to: a) support the strengthening of the governance of the Haitian state, through support for the State Reform Framework Programme (PCRE) and the modernisation of the civil service, b) improve the management of public finances, and in particular increase budgetary transparency and strengthen control and anti-corruption mechanisms, and c) target certain priority expenditures for the implementation of the national policy in the field of primary education.

The SBC-II programme was supported by this contract, and specifically by an awareness-raising and communication strategy to increase the visibility of the European Union's interventions in these areas and to strengthen the communication capacities of the actors involved in these reforms.

++General objective:++

Increase the visibility of the European Union's SBC-II budget support programme on the reforms undertaken by the Haitian State and ensure strong participation and involvement of the legislative power and civil society in the reform process.

++Results:++

• Result 1: The Haitian population and the European public are informed about the European Union's interventions in Haiti and perceive significant changes.
• Result 2: Communication and awareness-raising activities are implemented by the government and focus on the state, public finance and education reforms of the SBC-II programme in Haiti.
• Result 3: Civil society and representatives of the legislative and executive branches of government are made aware of good governance issues. They are better informed, equipped and involved in monitoring and citizen control of public action, and are therefore able to better inform the population. Good governance takes a central place in the public debate and becomes a national concern.

The evaluation of the EU-funded intervention "Strengthening Capability for Integrated Border Management in Lebanon – Phase III" aimed to provide an independent and systematic assessment of its performance against expected objectives and results. It evaluated the intervention’s relevance, coherence, efficiency, effectiveness, sustainability, and impact, while taking into account the added value provided by the EU. Particular focus was placed on understanding the factors that influenced progress, including the evolving political and economic challenges in Lebanon—most notably the economic crisis. The evaluation also examined the integration of gender equality, women’s empowerment, environmental and climate considerations, and adherence to the Human Rights-Based Approach and the principle of Leave No One Behind. The findings were intended to inform decision-making for future programming, ensuring accountability and optimising the intervention's potential impact.

This evaluation covered one intervention financed by the EU in the security sector, supporting the implementation of the Financing Decision “Promoting the rule of law, enhancing security and countering terrorism”, ENI 2018 / 041-154 – Component 1: Border Security and Management (BS&M). It aimed to assist national agencies in securing the country’s borders (land, airport, and sea) while facilitating trade, regular entries, and assistance to people in need of international protection. Specifically, the intervention sought to increase the effectiveness of Lebanon’s border management agencies in line with international and democratic norms through capacity-building programmes and the provision of equipment.

The technical assistance contributed to a more efficient implementation of EU resources in the Central African Republic and, as a result, improved the effectiveness, efficiency and impact of aid in order to increase its impact on the economic and social development, in line with the National Plan for Recovery and Peacebuilding in the Central African Republic (RCPCA 2017 - 2021) and the Sustainable Development Goals (SDGs).

Through the institutional support to the National Authorising Officer (Component 1) and the Technical Cooperation Facility (FCT) (Component 2), the project aimed to:

• improve coordination and streamlining of aid (from the EDF, the Bêkou Fund or other donors);
• strengthen the monitoring of public policies through regular political dialogue and interface with technical ministries;
• support the National Authorising Officer Support Unit (CAONF) and the EU-funded project and program management teams;
• support the Minister of Economy, Planning and Cooperation in his leadership on the process of implementation of the RCPCA and the management of aid in the Central African Republic.

In addition, the Consortium managed a Programme Estimate in the "Private commissioned operations" mode amounting to 849,727.07 Euro.

++Global objective++

The global objective of the "Sustainability Pathways for EU-Brazil Business Ties" project is to strengthen the EU’s bilateral and multilateral engagement with Brazil on external impacts of EU Green Deal policies and regulatory frameworks with emphasis on the deforestation regulation.

++Specific objective(s)++

• Engage with key stakeholders in Brazil to enhance understanding of the objective and content of the identified regulations, with emphasis on regulation on deforestation and forest degradation;
• Gather key information and provide feedback to EU services in the development of their implementing tasks;
• Understand the social, economic and environmental impact of the identified regulations in Brazil;
• Identify gaps and opportunities in current regulations and practices in Brazil where further work would facilitate meeting EU requirements.

The overall objective of this evaluation is twofold:

• To provide the relevant European Union services and interested stakeholders with an independent comprehensive assessment of the performance of the ‘Implementation of the Action for Peace and Security’ initiative, paying particular attention to its various levels of results measured against its expected objectives, and the reasons underlying these results; and
• Identify the main lessons learned, conclusions and recommendations that can be drawn from this in order to inform decision-makers on how to improve current and future interventions.

The specific objectives of this evaluation are:

• Conduct a desk review and analyse all existing documents and data on the project and its environment
• Conduct a field study to assess the programme's performance, including interviews with key informants and discussions with target groups in the project's areas of intervention
• Organise and facilitate a debriefing meeting in Kinshasa. The preliminary results of the field mission will be presented to the UNDE and other interested parties as appropriate.
• Produce the evaluation report

The global objective of this assignment was to support the EU Delegation in its efforts and activities with respect to EQ recovery support to Türkiye.

Specific objectives:

• to support the Delegation of the European Union to Turkiye (EU Delegation) in assessment of the impacts (damages and losses) caused by the earthquake;
• to support the EU Delegation in assessment of the needs for recovery and rehabilitation of the damages and losses caused by the earthquake;
• to support the EU Delegation in up-to-date situation analysis including assessment of the gaps for recovery and rehabilitation and prioritisation of them in light of the efforts already done/programmed by other national and international bodies;
• to support the EU Delegation for developing projects linked to earthquake recovery and reconstruction (if and when necessary);
• to support the EU Delegation for monitoring use of the EU Solidarity Fund;
• to support the EU Delegation in appraisal of the projects submitted for EU financing (if and when necessary);
• to support the EU Delegation in monitoring of the projects under implementation (if and when necessary);
• to support the EUD in developing DRR models for each sector;
• organise and deliver workshop/training to EUD and/or public authorities representatives on Disaster Risk Reduction (DRR) and Earthquake recovery processes.

The purpose of this Final Evaluation was to assess the relevance, coherence, efficiency, effectiveness, sustainability, and impact of YEP implemented by Enabel under the EU-funded Palestinian Youth Empowerment Programme. It aimed to support accountability for results, inform institutional learning, and generate strategic recommendations to guide future youth employment programming in Palestine and comparable fragile contexts.

The evaluation examined project design, implementation, and results across the three interlinked components of YEP:

• the First Employment Facility (FEF);

• demand-driven TVET and work-based learning interventions; and

• entrepreneurship support for vulnerable youth.

It assessed the performance of the project as a whole and the contribution of each component to the project’s overall objectives.

The scope of the evaluation included all YEP activities implemented in the West Bank and those undertaken in Gaza prior to the suspension of operations in October 2023, through secondary sources. Primary data collection was conducted exclusively in the West Bank, while results from Gaza were reviewed based on available documentation and monitoring data. A survey targeting the beneficiaires of the First Employment Facility (R1) and the Work-Based Learning (WBL) was also conducted to collect and integrate their perspective into the final report.
