The overall objective of this assignment is to establish a Helpdesk in the area of democratic governance with the aim to support the NAO office and EUDEL in the formulation and implementation of governance portfolio. Special attention will be given to translating the priorities of the new European Consensus on Development into consistent projects and programmes under formulation.

The provision of Technical Assistance was an integral part of the Trade Enhancement and Facilitation Project (TEFaP), which aimed to support the integration of Ethiopia into the world economy to enhance the contribution of trade to the country's growth and transformation. The purpose of this service contract was to make available a TA team that would:

• support and strengthen the capacity of the Ministry of Trade ( MoT) and that of the Ethiopian Revenue and Customs Authority ( ERCA) in overall TEFaP project coordination (including monitoring, communication and visibility of the entire programme),
• provide technical support and advise to MoT and ERCA as well as all other beneficiaries of the TEFaP in the design, timely implementation, as well as monitoring and evaluation of all components of the project , and,
• Support and advise in the administrative management of the TEFaP in line with EDF procedures

This evaluation was mainly intended to provide the relevant services of the European Union, interested stakeholders with the following information:

• a comprehensive and independent analysis of PARADDER's performance, paying particular attention to its results, in comparison with the expected objectives, and the reasons supporting these results;
• lessons learned, conclusions, associated recommendations and added value of EU interventions;
• to formulate future actions, which may include different and / or innovative approaches and approaches, such as (non-exhaustive
  • the integration of the administrative reform and decentralization components into the EU's sectoral programs.
  • the territorial approach to local development
  • approaches that directly target the Territorial Communities
  • links with civil society and democracy programs
  • the harmonization with the interventions of the other TFPs
  The overall objective was to contribute to the reduction of poverty through the continued implementation of the Institutional Development Program and the National Decentralization Policy Framework Document. The specific objective was to support the continued effective implementation of state reform and decentralization policies including the regional economic development of the Northern Regions and the Niger Delta and the decentralized sectors (health, education , hydraulics and environment).

The Evaluation of the European Union’s Regional Level Cooperation with Latin America (2009-2017) evaluated the design and the implementation of policies, strategies and sector programmes of the EU’s past and current development cooperation support to Latin America.

The mission consisted of carrying out a mid-term evaluation of the FPRCI in order to evaluate:

• the organisational structure in relation to the statutory tasks
• technical and financial management systems
• technical and financial internal and external control
• coordination with key partners
• reporting, achievement and adequacy of objectives, outcomes and outputs

The overall objective of the evaluation was to provide NDF with an independent assessment of NCF as a facility.

The Agenda 2030 for Sustainable Development is being implemented by all countries since January 2016. The Federal Ministry for Economic Cooperation and Development (BMZ) is currently aligning its development policy with the implementation of the Agenda 2030. This is based on three pillars: the implementation of the Agenda in Germany, the support of the partner countries of the German Development Cooperation, and the implemetation on the international level. The sectoral project (SV) Agenda 2030 advises the BMZ on sustainable development on all three pillars.
Due to the the dynamics, the thematic scope and the complexity of the Agenda 2030, the SV demands through this assignment the support of profound expertise on various topics.
In this context, the contractor supported the content and conceptual work of the SV Agenda 2030 with input. Within the scope of the scientific support, the contractor works, on request, together with the SV Agenda 2030 on various topics and provides specific services. A pool of 3 specialists was provided.

The main objectives of this evaluation were to provide the relevant services of the European Union, the interested stakeholders with:

• an overall independent assessment of the past performance of the Policy Planning and Governance decision and all its component, paying particular attention to its results measured against its expected objectives; and the reasons underpinning such results;
• key lessons learned, conclusions and related recommendations in order to improve current and future Actions.

The overall objective of the project, of which this contract will be a part, is to improve and
enhance the structure and performance of the TVET system and TVET delivery in Egypt to better
respond to the new socio-economic needs, in particular, youth employability and increased
competitiveness in the context of the country’s current and future development.
This project supports the TVET II programme in raising awareness about its activities through the
development and implementation of a communication and visibility strategy and plan to ensure a
wide dissemination amongst beneficiaries and stakeholders.

The overall objective of this assignment was to contribute to improving the electoral and democratic framework during the inter-election period and raising awareness and understanding of the EU EOM recommendations and technical issues related to their implementation. The mission supported the consolidation of democracy, institution building and democratic elections in Ghana in the context of the implementation of the 2016 EU EOM recommendations.
