The objective of this assignment was to support the Government of Ghana and the Delegation of the European Union in the implementation of the budget support SDG-Contract to promote sustainable investment and employment, and to support the EU Delegation in the management of subsequent budget support interventions, including specifically the “Emergency EU Budget Support in response to COVID-19 crisis in Ghana” State Building and Resilience Contract.
Support was provided in three areas:

• Strengthening the monitoring and reporting for the disbursement of fixed and variable tranches of the SDG-Contract and the COVID-19 Emergency Response programmes;
• Continued monitoring of, and reporting on, progress in the Government's achievement of the SDG-Contract indicators agreed for 2021 and 2022;
• Guidance for and contribution to an effective and efficient policy dialogue between the EU Delegation and the Government of Ghana in the context of the implementation of the SDG-Contract;
• Improvement of communication and visibility around the SDG-Contract and the COVID-19 Emergency Response programmes indicators and related policy dialogue.

The mid-term evaluation of the project "Boosting Rural and Rurban Economy in Times of Crisis and Beyond" (BOOST) was commissioned by WFP Nicaragua. BOOST is expected to run from 2018 to 2024 and aims to promote sustainable and resilient agri-food systems in five departments and one autonomous region of Nicaragua. The European Union is the main donor of the project.
The evaluation provided an independent assessment of all project activities in the first three years of BOOST (August 2018 to June 2021). It adopted a theory-based mixed methods approach. Data were collected remotely and during a two-week field mission, including interviews at national and local levels, focus group discussions with beneficiaries, field visits, a comprehensive document review, and analysis of existing M&E data.
In addition to the evaluation report, Particip produced a short video for dissemination purposes.

The purpose of this evaluation was the assessment of both budget support and blending operations of the EU in the Kyrgyz Republic between 2010 and 2019. The EU has implemented ten budget support programmes in the country. The EU is using blending as financing modality in Kyrgyzstan since 2011. Almost 40% of the total portfolio of funds managed by the EU Delegation to the Kyrgyz Republic is channelled through the blending instrument. Furthermore, Kyrgyzstan is the main beneficiary of the IFCA funds, with a 75% of these funds going to this country.
This evaluation entailed two components. First, it provided an assessment of EU budget support in the country applying the 3-Step approach of the OECD-DAC guidelines on the evaluation of budget support. Second, the evaluation focused on EU blending operations in Kyrgyzstan’s Energy and Water management sectors.

The overall objective of this assignment was to contribute to improving the electoral and democratic framework of Sierra Leone during the inter-election period and raising awareness and understanding of the EU EOM recommendations and technical issues related to their implementation. In general, an EFM supports the consolidation of democracy, institution-building and democratic elections in Sierra Leone in the context of the implementation of the 2018 EU EOM recommendations.

The overall objective of the project was to continue positioning the EU as a strong partner of Pakistan.

This framework contract was set up to support the implementation of EIB's evaluations, EIB/EV regularly calls upon the support of experienced evaluation consultancy companies with appropriate sector expertise and language skills.

The overall objective of the project was to enhance the visibility of EU development cooperation in Bangladesh.

The evaluation of the R4 Rural Resilience Initiative was commissioned by WFP Zimbabwe. The R4 Initiative managed climate-related risk to enhance the food and nutrition security of farming households. Its integrated risk management strategy iwasbased on four pillars: risk reduction, risk transfer, risk reserves and prudent risk taking.
The evaluation period covered the first phase of the R4 Initative in Zimbabwe, which ran from January 2018 to June 2021 and targeted 6,000 beneficiaries in the rural districts of Masvingo and Rushinga.
The evaluation served the double purpose of accountability and learning and addresses the evaluation criteria of relevance, efficiency, effectiveness, impact, and sustainability. It employed a mixed methods approach combining qualitative and quantitative, remote and field-based methods.

The purpose of the technical assistance is to enhance the quality of data related to climate finance flows in the Euro-Mediterranean region. Strengthen the reliability of data collection methodology and process in the Euro-Mediterranean region regarding climate finance, especially regarding private sector commitments for adaptation projects, is essential to guide political action.
It is in particular possible to better identify the improvement potential regarding the attractiveness of UNFCCC nonannex I UfM Member States to receive international support for their climate action.
Thanks to the information provided, the UfM Regional Climate Finance Committee and the UfM Climate Change Expert Group will therefore be in capacity to discuss the design of instruments supporting the emergence of projects from certain types of populations or certain sectors and facilitate the emergence of intermediaries between project promoters and donors.
It will also contribute to the preparation of a future UfM Ministerial Declaration providing a renewed mandate
for UfM climate action.

The overall objective of the project was to achieve increased visibility of EU and the EU assistance provided to the Republic of Moldova, while providing targeted information on tangible results for the Moldovan citizens. The focus of this contract was EU values and assistance provided to the country, taking as reference the framework of the Association Agreement (AA) and the Deep and Comprehensive Free Trade Agreement (DCFTA). In addition to this, increased focus was placed on visibility of the European Neighbourhood Policy (ENP), the European Neighbourhood Instrument (ENI), the Eastern Partnership (EaP) and EU regional policies.
