Final evaluation of the RE-INTEG Programme
RE-INTEG is an EU Trust Fund for Africa (EUTF) programme in Somalia that supports a development-oriented response to displacement and mixed migration, with the aim of enabling sustainable and durable reintegration of refugees, returnees and internally displaced persons (IDPs), and anchoring populations within Somalia. It covers Somalia, including Somaliland and all Federal Member States, and spans September 2016 to December 2025, with an overall budget of EUR 55 million.
The final evaluation will provide an independent assessment of RE-INTEG’s performance and results, identify lessons learned and recommendations, and inform future EU support for durable solutions to displacement. It will assess the programme against the DAC criteria (relevance, coherence, efficiency, effectiveness, sustainability, and early signs of impact) plus EU added value, and consider cross-cutting aspects such as gender and climate/environment mainstreaming.

Technical Assistance to support traceability of deforestation- free agricultural value chains in Honduras

Final evaluation of 'Sustainable reintegration support to Ethiopian returnees from Europe and support to vulnerable displaced populations affected by COVID-19'
The Sustainable Reintegration Support to Ethiopian Returnees from Europe and to Vulnerable Displaced Populations Affected by COVID-19 (SRSERE) project was designed to promote the sustainable reintegration of Ethiopian returnees from Europe and to contribute to the development of a national reintegration system for Ethiopia. It also sought to provide ARRA (now RRS) with the financial, human, and technical resources necessary to strengthen services and address the needs of vulnerable displaced populations in Ethiopia affected by the COVID-19 pandemic. The evaluation will assess the evidence on the extent to which, and through which mechanisms, the EU intervention contributed to the achievement of the intended results, and shall identify the factors that enabled or constrained progress.

Applying OECD-DAC criteria, the evaluation aims to document results, enhance accountability, and generate actionable recommendations to inform Denmark’s continued role as a trusted partner in advancing global climate and energy goals.

Mid-Term Evaluation of the Youth Action Plan in EU External Action (2022-2027)
The Youth Action Plan (YAP) in EU External Action 2022–2027, adopted in October 2022, aims to promote meaningful youth participation and empowerment in EU external action for sustainable development, equality, and peace. The global objective of this evaluation is twofold:
  • To provide the relevant EU services and stakeholders with an independent assessment of the performance of the YAP, ensuring accountability by examining results at different levels against expected objectives and analysing the factors underpinning those results.
  • To identify key lessons learned, conclusions, and recommendations regarding the YAP in order to inform decision-makers on how to improve current and future interventions on youth mainstreaming in EU policies, dialogues, and actions, notably within Global Gateway initiatives.

Evaluation of the Programme 'Inclusive Local and Economic Development - ILED' in Somalia (T05-EUTF-HOA-SO-57)
'Inclusive Local and Economic Development' (ILED) was an EUTF-funded programme that aimed to contribute to stability in Somalia by extending state authority and services, promoting local reconciliation and peacebuilding, creating inclusive economic opportunities, and protecting the most vulnerable. It relied on an integrated territorial approach that clusters individual interventions within four strategic corridors.
The evaluation was commissioned by the EU Delegation to Somalia. It provides an overall independent assessment of the performance of the programme and identifies lessons learned, conclusions, and recommendations. The evaluation adopted a theory-based approach using mixed methods and covered the entire implementation period from 2018 to 2025, all key result areas, and all four corridors.

Services of Third-Party Monitoring Agency (TPMA) for the Housing Repair for People's Empowerment Project (HOPE)
The Government of Ukraine, with support from the World Bank-administered Ukraine Relief, Recovery, Reconstruction and Reform Trust Fund (URTF), is implementing the HOPE Project to support the repair and recovery of housing damaged by Russia’s military aggression. The project includes: (1) financial compensation for emergency repairs of partially damaged residential units (USD 590 million), (2) design and capital repair of partially damaged multi-family buildings and related municipal capacity building (USD 200 million), and (3) project management and institutional strengthening. Particip will provide independent verification, monitoring, and reporting for Component 1, assessing compliance with Ukrainian legislation and World Bank requirements, verifying expenditures and results, identifying risks and gaps, collecting stakeholder feedback, and recommending improvements to project implementation.
