Evaluation of the McGovern-Dole Food for Education Project in Sindh, Pakistan (2025-2030)
WFP Pakistan is implementing a USDA-funded school meals project in the Karachi Division of the Sindh Province from 2026 to 2030. In addition to school meal provision, the project includes complementary and system-strengthening support in several areas. It expects to reach approximately 100,000 (pre-)primary students in more than 600 schools.
WFP Pakistan has commissioned a baseline study (2026), midterm evaluation (2028), and endline evaluation (2030) of the project. The evaluation series aims to assess the performance of the project and related activities in key outcome areas (accounting), and strengthen implementation, document lessons learned and develop key operational procedures and guidelines (learning). The evaluation will adopt an integrated mixed methods design that combines a quasi-experimental (difference-in differences) impact framework with theory-based qualitative enquiry.

Final evaluation of the European Union Emergency Trust Fund for stability and addressing root causes of irregular migration and displaced persons in Africa
The general purpose of this assignment is to provide the relevant EU services, EU and non-EU donors
of the trust fund, African partner countries and the wider public with an independent final evaluation of
the EUTF for Africa. The EUTF for Africa is financing interventions in several countries in Africa, crossed by the major migration routes, including countries in the Sahel and Lake Chad regions, the Horn of Africa and North Africa. The final evaluation covers the period since the EUTF for Africa inception in November 2015 until December 2024. Thematically, the evaluation focuses on the EUTF's objective of addressing the root causes of irregular migration and forced displacement.

Evaluation of Budget Support to Public Administration Reform SBS Reform, Integrated Border Management Strategy and EU4Health - Contribution to the availability and access to vaccines against Covid-19 in Montenegro
This assignment consists of an evaluation of the European Union’s Budget Support in Montenegro, focusing on three strategic areas: Public Administration Reform (PAR), Integrated Border Management (IBM), and the response to COVID-19. It covers four sector budget support programmes implemented between 2016 and 2026, including the PAR programme, two IBM programmes, and COVID-19 crisis response support. The evaluation will assess the relevance, effectiveness, efficiency, coherence, EU added value and sustainability of these interventions, with particular attention to their contribution to Montenegro’s EU accession agenda. It will examine how EU financial support, policy dialogue and complementary technical assistance have supported reforms, strengthened national systems, and contributed to governance, security, economic recovery and social resilience.
The work will combine document review, interviews, field visits, quantitative analysis and stakeholder consultation, structured around reconstructed intervention logics and evaluation questions. The evaluation will provide evidence-based findings, conclusions and recommendations for future EU support in Montenegro.

This final evaluation assesses the EU-funded QUALITAN programme, implemented by UNIDO under Tanzania’s BEGIN programme, which aimed to strengthen MSME compliance with quality standards, improve market access, reduce compliance costs and enhance consumer protection. Covering the period from 1 January 2022 to 24 July 2025, the evaluation will provide an independent assessment of the programme’s performance, sustainability, stakeholder contributions and implementation constraints. Using a theory-based, mixed-methods approach and contribution analysis, it will examine relevance, coherence, effectiveness, efficiency, sustainability, perspective of impact and EU added value, while integrating cross-cutting issues such as gender equality, youth, LNOB, human rights, environment and climate considerations.
