Our projects

Georgia faces a number of structural environmental challenges such as inadequate environmental protection legislation, poor monitoring, inspection and enforcement systems, and insufficient awareness, knowledge and capacities to help improve policies and strategies to protect the environment. Environmental governance is therefore a priority sector necessitating support in a number of critical areas.

The overall objective to which this assignment contributes was to support the Government of Georgia in complying with the environmental governance obligations under the EU-Georgia Association Agreement.

The specific objective of this assignment is to support the Ministry of Environment and Natural Resources Protection of Georgia (MENRP) to strengthen legislation and implementation of measures in the areas of Environmental Liability, Environmental Impact Assessments / Strategic Environmental Assessments and Industrial pollution and industrial hazards, and to monitor the implementation of the Roadmaps for EU Approximation in environment and climate action fields.

The above assistance was provided in compliance with the provisions in Annex XXVI of the Association Agreement and the Roadmaps for approximation in the areas of Environmental Governance and Industrial pollution and industrial hazards.

The principal beneficiary was the MENRP. In addition, the assignment targeted all relevant

stakeholders involved in the support to environment and climate action in Georgia, including

government bodies, civil society, donors, financing institutions and implementing agencies.

The European Union sent an expert mission to assess the upcoming Presidential primary elections, ahead of the upcoming general elections in Honduras, tentatively foreseen for November 2017 at the time of the mission.

The purpose of the Pre-election Expert Mission was to collect factual information concerning this election process, in line with the criteria contained in the Commission Communication on Electoral Assistance and Observation [COM(2000)191].Moreover, the objective of the mission was to produce strategic analysis and reporting on the ongoing electoral processes and to provide input for electoral reform as well as confidence-enhancing measures during and after the elections.

The purpose of this project was to support the Beneficiary country’s institutions in implementation of the EU Birds and Habitats Directive.

Through the project, the Contractor assisted the authorities in implementing the NATURA 2000 network requirements in accordance with the national and EU legislation.

This project also aimed at laying foundations to future establishment of Natura 2000 network.

In this regard the project aims to initially identify the potential Special Areas of Conservation (SAC) in accordance to Habitats Directive and potential Special Protection Areas (SPAs) in accordance to Birds Directive.

In this identification it was important to fully align the national legislation with these two EU directives, thus legislative work was needed as a base to provide conditions to implement measures to future potential Natura 2000 sites, in order to reach the following results:

1. Harmonization of National legislation with EU directives related to nature protection ( Prepared draft Amendments to the Law on Nature Protection and other relevant implementing (primary and secondary) legislation, and Prepared Plan for implementation of Birds and Habitat Directives);

2. Assessment at national level of potential sites, according Birds and Habitat Directives, for NATURA 2000 Network (At least seven potential Natura 2000 sites proposed which would correspond to the requirements of Birds and Habitats Directives)

3. GIS system for NATURA 2000 developed;

4. Administrative capacity for implementation of nature protection legislation strengthened;

5. Public awareness campaign for NATURA 2000 implemented.

The main objectives of the evaluation were to provide the relevant external co-operation services of the contributing partners the African Union and, when appropriate, the wider public with:

• an overall independent assessment of the past performance (from 1 January 2013 until 31 December 2015) of the intervention (Sustaining and strengthening African Union’s Liaison Offices in post-conflict countries), paying particular attention to the results of the project against its objectives;
• key lessons learnt and recommendations in order to improve current and future action.

The evaluation was intended to inform the remaining period of implementation of the project, as well as the additional support to the AULO from 1 January 2018.

Evaluations should serve decision-making, learning and management purposes. This evaluation did provide indications to both the AUC and partners on key aspects of the programme management, and fed in the discussion on perspective mandate renewals.

L’objectif global était de contribuer à la conservation de la biodiversité et des services écosystémiques pour un développement durable en Afrique de l’Ouest.

L’objectif spécifique était de renforcer durablement la conservation des écosystèmes du complexe WAP (W, Pendjari, Arly) dans une perspective régionale et avec optimisation des bénéfices pour la population riveraine.

L'évaluation avait pour principaux objectifs de présenter aux services de coopération extérieure concernés de l’Union européenne, au gouvernement partenaire et, le cas échéant, au grand public:

• Une appréciation globale, en toute indépendance, des résultats de l’intervention du PAPE en s’attachant plus particulièrement aux résultats du projet par rapport à ses objectifs;
• Les principaux enseignements de l'intervention et des recommandations afin d’améliorer les mesures en cours et les futures actions dans le cadre du PIR 11 FED.

Final review of the intervention “Institutional support project to the Ministry of Territorial Administration and Local Government (MATDRE) for the strategic steering of decentralization and deconcentration”. The aim of the project was to make the planning, management, cooperation, technical support and monitoring –evaluation activities of the Ministry of Territorial Administration and Decentralization within the framework of the implementation of the national Decentralization/deconcentration more effective, efficient and sustainable.

The purpose of the review was to provide answers to "how"- and "why"-questions, assess the value of the results achieved and of the whole implementation process of the intervention.

The review aimed:

• To support steering. On the basis of in-depth analyses, the review offered useful recommendations that are evidence-based.
• To contribute to learning. By analysing the development process, the review allowed to explain what works, what does not work and why, and to thus draw lessons for other interventions or for the elaboration of new policies, strategies and programmes.
• Accountability to the donor, partner and other internal actors by supplying an external assessment of the progress made and the results achieved.

Overall objective of the contract:

Technical assistance and provision of expertise to carry out communication and outreach activities to promote the JAES.

Namely

• to contribute to the development and expansion of the visibility on the implementation of the JAES
• to raise further awareness on the new Pan-African Programme, and the African Peace Facility
• to propose and implement a new communication strategy for the year 2015 in order to meet these objectives.

• Réaliser l'évaluation finale du projet (en termes de pertinence, efficience, efficacité, impact et durabilité).

Les objectifs spécifiques étaient:

• Effectuer le bilan de la mise en œuvre du projet dans son ensemble, c’est-à-dire toutes les activités menées pendant les 5 ans ainsi que les résultats/objectifs atteints.
• Tirer les leçons apprises (bonnes et mauvaises), proposer des actions pour maintenir ou renforcer les avantages du projet et émettre des recommandations pour la formulation éventuelle d'un nouveau projet/programme.

The expert strengthened the capacity of the Department of Legal and Constitutional Affairs' national legal advisers so that they can assist the President on exerting its functions, namely ensuring the due administrative course of legal diplomas submitted for promulgation, as well as following-up decrees and other acts of legal and constitutional competence of the President.

The overall objective of the ACP-EU Natural Disaster Risk Management in the CARIFORUM programme of which this contract was a part was to reduce vulnerability to long term impacts of natural hazards, including the potential impacts of climate change, thereby achieving regional and national sustainable development and poverty reduction goals in the CARIFORUM States. The purpose of the programme was to strengthen regional, national and community level capacities for disaster risk reduction, preparedness, management and coordinated response to natural hazards and the effects of climate change.

The main objectives of the mid-term evaluation were to provide the relevant external co-operation services of the European Union, the CARIFORUM and the programme implementing partners with:

• an overall independent assessment of the past performance of the intervention (ACP-EU Natural Disaster Risk Management in the CARIFORUM programme), paying particularly attention to the results of the project against its objectives
• key lessons and recommendations in order to improve current and future action
• recommendations for a possible follow-up programme to be financed under the 11th EDF Regional programme and/or other source of funding
