The risk of electoral violence in Nigeria was high due to exacerbating conflicts in the Delta region, the North-East and for the decades-long conflict between pastoralists and sedentary farmers. Fully aware of the main challenges, the country’s Independent National Electoral Commission (NEC) was committed to resolve the problems related to the situation of internally displaced people and other vulnerable groups to constituency delimitation and many others. In order to support the NEC in tackling these challenges the EU sent an Electoral Observation Mission EOM in 2015 to assess the general elections in the country and has been engaged intensively on the follow-up of the recommendations on both the political and technical level.

Therefore, the overall objective of this assignment was to contribute to the consolidation of democracy and to support institution building and transparency in Nigeria in the context of the implementation of the EU EOM recommendations of 2015.

The specific objectives of the Mission were to:

• Assess and report to the European External Action Service and the EC on the progress made in electoral reforms since the delivery of the final report of the 2015 EU EOM.
• Review and adjust the set of EOM recommendations to the developments regarding electoral and legal reforms as well as the current institutional, political and social context; new recommendations were given to improve future electoral processes, with specific focus on recommendations that could be implemented prior to the next Parliamentary elections in 2019 or prior to the next Presidential elections in 2018.
• Inject momentum in implementing recommendations of the 2015 EU EOM and address shortcomings in view of future elections by meeting all relevant stakeholders, including the national authorities, the election management body representatives, political actors, civil society, representatives of the international community and the media

L'évaluation finale externe avait pour but de faire le bilan général de l'exécution du programme et de tirer des conclusions, recommandations et leçons utiles pour l'Union européenne, les autorités nationales et les partenaires de mise en œuvre. Elle était basée sur une approche orientée vers les résultats et la qualité de l'intervention de l'UE.

Elle devait présenter aux services des instruments de politique étrangère de l'Union européenne, aux autres services intéressés et aux partenaires concernés :

• une appréciation externe et globale, en toute indépendance, des résultats de la mesure 2015/38235 en s’attachant plus particulièrement aux résultats des deux volets par rapport aux deux objectifs spécifiques;
• les principaux enseignements de l'intervention, les conclusions et les recommandations afin a) d’alimenter la définition des stratégies dans ce domaine, b) de confirmer la pertinence de mobiliser l'IcSP pour ce type d'action d'une façon générale, et au Cameroun en particulier et c) d'améliorer les éventuelles futures interventions dans ce domaine (IcSP mais pas seulement).

The overall objective of the mission was to contribute to the improvement, transformation and consolidation of the institutional and legal environment of Tunisian civil society organisations (CSO) in order to guarantee their effective contribution to and participation in decision-making processes and in the implementation of development actions in Tunisia.

The specific objective of this mission was to set up a technical assistance unit to support the Government Presidency with the revision, transformation and consolidation of a legal and regulatory framework for civil society, in close coordination with Tunisian civil society organisations and public actors.

This reworking of the regulatory and legal framework and of the support of actors aimed to enable CSOs to evolve and operate in a clear and coherent legal environment, while at the same time fostering frameworks for dialogue between civil society organisations, public actors, and financial and technical partners.

The Technical assistance did support both the Directorate General of Associations and the Political Parties from the Government Presidency, with the qualitative revision and strengthening of services offered and provided to all the associations by the Tunisian State.

As part of the EU-financed Programme of Support to Civil society in Tunisia (PASC), specific objective 2 was to improve the institutional and legal framework of Tunisian civil society organisations, including the capacities of state actors and local public authorities, procedures and operating conditions, and legal and regulatory texts that govern CSO interventions in Tunisia.

Improving the environment of the CSOs was a central pillar and key to strengthening them. It was indispensable in complementing the capacity building activities for the CSOs, including associative governance, and the promotion of communication and dialogue, which are a particular focus in the context of the PASC.

The EU funded Non-State-Actors programme has supported Russian NGOs in enhancing their management, lobbying, development and service delivery skills.

The global objective of this assignment was to promote results of this Non-State Actors' programme cofounded by the European Union in order to enhance their impact and ensure broader dissemination of developed best practices.

The project collected and displayed information on the results and impacts of the programme for Russian citizens in a brochure about the funded projects.

The global objective of this assignment was to support the Commission to identify the project proposals that contribute best to achieving the objectives of the grant component of the SWITCH-Asia II Programme.

The specific objective was to provide services to the European Commission linked to the administrative (data processing, ranking, and statistical follow-up) and the qualitative parts (technical and financial assessment of Concept Notes and Full Applications) of the evaluation procedure.

The mid-tem evaluation provided the EU and other partners with an assessment of the project's performance and recommendations on how to improve the intervention to achieve expected goals and outcomes, taking into account problems and opportunities.

This assignment provided a coherent proposal to ECOWAS and EU for the strengthening of coordination and cooperation in security in West Africa and the implementation of programmes dealing with specific threats.

It gave sufficient background information and justifications to enable the ECOWAS and EU to make an informed decision on specific objectives and of the projects' implementation modalities.

The specific objective of this assignment was to prepare all the necessary elements of 4 different Action Documents to implement 4 potential projects covering respectively areas A, B, C and D.(Area A: Border Management, Area B: Enhancing Cybersecurity in ECOWAS region, Area C: Support to GIABA, Area D: Fighting against illicit trafficking).

For each area A,B,C and D, it was required to proceed to:

• an identification of issues, strategical orientations and priority intervention areas
• a formulation of the project under 11th EDF (Phase II).

La mission d'une assistance technique internationale (AT) a contribué à l'atteinte des résultats, objectifs et impacts attendus du programme.

L'AT a assuré:

(i) une transition effective du 10è au 11è FED;

(ii) une transition de la phase actuelle du programme (formulation des actions) à celle d'une mise en œuvre concrète des interventions en cours de planification;

(iii) la définition des prérequis pour l'entrée en vigueur effective de la future Cellule de Coordination du programme.

Implementation of up to three visibility and communication events about the EU's development cooperation in the LAC region during the European Year of Development (EYD) 2015.

The main objectiv was to raise awareness among the European and Latin American and Caribbean citizens, key players and stakeholders about the EU's development cooperation in the LAC region- to directly engage them into the global development debate. The assignment aimed at demonstrating the impact of the programmes and raise awareness of the results od EU cooperation in favour of the LAC region.

The main objectives of the evaluation were to provide the relevant external co-operation services of the European Union, the partner government and, when appropriate, the wider public with:

• an overall independent assessment of the past performance of the intervention of the KP DGCD programme, paying particularly attention to the results of the project against its objectives;
• key lessons and recommendations in order to improve current and future action.

The content of the evaluation included all activites undertaken within the framework of the KP DGCD budget support programme, namely:

• The budget support component with Government of Khyber Pakhtunkhwa;
• The service contract for Technical Assistance;
• The grant contract for Social Mobilisation.
