Our projects

The evaluation assessed three regional forestry projects that had support to small producers, development of value chains and the use of participatory approaches in common:

1. ForInfo: Livelihood improvement through generation and ownership of forest information by local people in products and services markets (Mekong, 2011–2015);

2. Finnfor-II: Integrated environmental and forest management co-operation (Central America, 2012–2016);

3. MFS: Sustainable forest management in the Andean region (South America, 2011–2016).

The purpose of the evaluation was to provide guidance to the Ministry for Foreign Affairs of Finland in planning and implementing regional forestry projects. It produced lessons for future forest sector co-operation and planning of other regional programmes. Specific objectives of the evaluation were to:

• Assess the added value of the regional approach compared to a country-based approach;
• Assess the success of the programmes in promoting sustainable forestry based livelihoods and increasing income of small producers;
• Identify the lessons learned from developing value chains and payment for ecosystem services.

The evaluation was conducted in several phases:

• An inception phase focusing on the design and the methodology of the evaluation;
• A desk and field phase with document review and visits to eight different countries in the three regions;
• A synthesis phase with global-level conclusions and recommendations across the three regional projects, presented in a final report to concerned stakeholders.

The global objective of this assignment was to contribute towards effective implementation of

Integrated Catchment Management in Lesotho through operationalisation of the ICM

framework, including improved coordination among relevant stakeholders in line with the

Long-term Water and Sanitation Strategy.

The specific objectives of this assignment were to:

• Support the institutional and legal reforms for operationalising the ICM Framework, both at national level and at catchment level and based on progress already made in the establishment of the National Inter-Ministerial Catchment Committee - NICMC;
• Support the validation of prioritisation and sequencing as proposed, such through workshops involving all stakeholders based on the identification of the first group of pilot sub-catchments for implementation;
• Contribute to development of catchment management plans for each of the prioritised pilot sub-catchments including annual plans of action and tentative budgets.

The aim of the project was to contribute to improving water governance and management of water resources and to the sustainable development and maintenance of water infrastructure in ACP countries, through strengthening and promoting Water Operators Partnership.

The principal purposes of this contract were:

• to present the lessons learned from the projects of the 2nd CfP of the Water facility;
• to review the existing initiative related to Water Partnership;
• to present an inventory of Professional Association of European Water Operator, and their willingness to engage in Water Partnership;
• to disseminate the interlink between the result of the analysis above and the evaluation of the Water Facility, focusing on the water operators component (organisation of an event in Brussels).
• to elaborate a proposal for a strategy to strengthen Water Operator Partnership, in light of the lessons learned from the second CfP of the 10th EDF Water Facility and the existing initiatives.

The GIZ spported the Liberian transport sector since 2008 through the project “Capacity Development in the Transport Sector.”

Particwas invited to facilitate a strategy workshop for the project. The objective of the workshop is to streamline project implementation and to develop an idea for the subsequent phase of the project.

In additiot the strategy workshop was complemented with team-building activities, as new team leaders have recently joined the team.

The "Strengthening of the Government Control System" Project had the objective of improving the performance of government control in Paraguay through the development of the regulations and operational methodology of the Office of the Comptroller General of the Republic (CGR), complying with international standards and aligned with the regulations and methodology of Internal Control. Furthermore it aimed at strenghtening the capacities of the CGR staff in control tasks sensitizing and public officials of State Agencies and Entities, as well as expanding and improving the technological capabilities of the CGR. The Project was structured into three components:

1. Normative and methodological development,

2. Technical training and sensitization, and

3. Strengthening of Technological Capacities.

The contracted consultancy was mainly framed in Component 1, which aims to support the normative and methodological development of Paraguay's control framework.

The objective of the consultancy was: To provide the Comptroller General of the Republic with methodological guidelines for the execution of the audit work carried out by the institution in compliance with the functions established in the National Constitution. The guidelines were based on the Paraguayan Government Auditing Standards (NAGUPY), and considered the Audit Manual (MAGUP) for the implementation of government control. They also were aligned with the International Standards on Auditing for Supreme Audit Institutions (ISSAI), considered the Integrated Audit Control System (SICA) and also took into account the elements set out in the latest version of the COSO for the evaluation of the Internal Control System.

The global objective of this contract was to conduct a final evaluation of the Parliamentary Support Programme.

Particularly attention was paid to:

• The impact of the programme and its actions against the objectives and results defined in the both the Financing Agreement and the service contract with Konrad-Adenauer-Stiftung;
• Making recommendations for possible future EU support to the Parliament under the 11thEDF ("lessons learnt").

The EU Support to Higher Education in ASEAN Region (EU SHARE) is a 48-months project which Financing

Agreement was signed 28 March 2014 with the total EU contribution of EUR 10 million.

The Programme aims at strengthening regional cooperation, enhance the quality, regional

competitiveness and internationalisation of ASEAN higher education institutions contributing to an

ASEAN Community in 2015 and beyond.

The Specific objectives of the programme to be evaluated are:

1. To contribute to the harmonisation of ASEAN higher education area through the formulation of

ASEAN higher education frameworks taking into account the EU experience and

2. To support mutual recognition and student mobility among higher education institution in ASEAN to

strengthen people-to-people connectivity.

The expected results are:

1. Policy dialogue on strategic issues of the harmonisation of ASEAN higher education enhanced

2. ASEAN Qualifications Reference Framework and ASEAN Regional Quality Assurance further

developed and supported;

3. ASEAN Credit Transfer System (ACTS), which can also be linked to an ASEAN-EU Credit Transfer

System (AECTS) further developed and tested through mobility with scholarships.

4. An intra-ASEAN student mobility scheme as well as an ASEAN-EU student mobility scheme, which

both also serve to test credit transfer.

The main objectives of this evaluation are to provide the relevant services of the European Union, the

interested stakeholders with:

• an overall independent assessment of the performance of the EU Support to Higher Education in

ASEAN Region, paying particular attention to its intermediate results measured against its

objectives;

• Key lessons learned and recommendations in order to improve current (if relevant) and future

Programmes.

• Assess the benefits and propose scope / contents of potential limited extension of programme.

In particular, this evaluation will serve as a means to assess the relevance, effectiveness, efficiency,

impact, sustainability and visibility of the Programme.

The main users of this evaluation will be the European Union, the ASEAN Secretariat, Committee of

Permanent Representatives to ASEAN (CPR), Directorate of Human Development Directorate and Head of

the Education, Youth and Sport Division (EYSD) of ASEAN Secretariat, ASEAN Member States, the Senior

Official Meeting on Education, the grant contractor and its consortium members and other relevant

stakeholders.

The purpose of this Assignment was to have an independent overall evaluation of the ECHO actions in the SAIO region during the period 2012-2016.

Specifically, the evaluation provided:

• A comprehensive, retrospective assessment of DG ECHO's strategy/approach (as formalised by the Humanitarian Implementation Plans), in the SAIO region covering the evaluation issues of relevance, coherence, EU Added Value, effectiveness, efficiency and sustainability;
• Prospective, strategic recommendations – based on the retrospective evaluation and the related research – for a future ECHO strategy in the region, with a view of maximizing the benefits of ECHO's initiatives on the ground.

The global objective of this contract was to minimize the risks of probable disasters that may occur depending on the climate change in Turkey.The specific objectives of this contract were as follows:

• To conduct legislative and institutional gap analysis, climate change impacts and climate related disaster vulnerabilities in Turkey analysis
• To prepare/revise the necessary project documents such as project fiche, terms of reference including the budget and technical specifications based on the analysis of existing documentation and stakeholder views for the project “Enhancing the Capacity to Determine and Reduce the Disaster Risks Stemming from the Climate Change in Turkey".

Assistance to the Executive Committee of OCTA in the implementation of its mandate from the 14th OCTA Ministerial Conference to "examine options for further strengthening the OCTA Secretariat" and to "review the Articles of Association in view of presenting recommendations to the 15th Ministerial Conference" in February 2017

The specific results achieved were:

Result 1: Assistance in ensuring that OCTA fulfills its legal, contractual, fiscal, accounting and HR obligations

Result 2: Assistance to OCTA in reviewing the Articles of Association in the context of its institutional strengthening and presenting recommendations to the Ministerial Conference

Result 3: Assistance OCTA in the process of applying for financial support by the European Union in the frame of the 11th EDF.
