Exploratory Mission (ExM) to Kenya

The purpose of the ExM to the Republic of Kenya was to collect factual information to assess whether an EU Election Observation Mission (EU EOM) for the upcoming national elections in Kenya, scheduled to take place on 8th August 2017 would be useful, advisable and feasible.

The ExM assessed all aspects of the pre-election situation for the referenda in light of international standards for democratic elections and relevant country legislation, adviced on whether or not conditions exist for the holding of democratic elections. In addition it made preliminary logistics inquiries and planning, and assessed the general security/threats aspects.

Mid-term evaluation of PARJ (Support to Justice Reform Programme) and of the start of PARJ II

The general objective of the mission was to realise the mid-term evaluation of PARJ (Support to Justice Reform Programme) and of the start of PARJ II

The objective was to provide sufficient information to decision-making bodies of the government of Tunisia, to the Delegation of the European Union and to other concerned parties in order to:

appreciate the conception, relevance, efficiency and effectiveness of PARJ and PARJ II globally and independently and provide an assessment of the viability of the approach, of its visibility and the corrections to be made, especially on indicators of results and performance
evaluate the management of PARJ and the activities of the different stakeholders (MJ, beneficiaries, UGPARJ, EUD, contractors etc.), manuals of procedures, the management of Twinning and of the ATPARJ, the financial and administrative as well as HR management, the archiving and monitoring of projects within the PMU, and activities of communication and visibility ;
learn lessons from the intervention to improve the management of PARJ II and new projects to be financed by the European Union or by other donors in corresponding areas of intervention.

EU Election Mission (EEM) to Honduras 2017

The European Union sent an expert mission to assess the upcoming Presidential primary elections, ahead of the upcoming general elections in Honduras, tentatively foreseen for November 2017 at the time of the mission.

The purpose of the Pre-election Expert Mission was to collect factual information concerning this election process, in line with the criteria contained in the Commission Communication on Electoral Assistance and Observation [COM(2000)191].Moreover, the objective of the mission was to produce strategic analysis and reporting on the ongoing electoral processes and to provide input for electoral reform as well as confidence-enhancing measures during and after the elections.

Gender Analysis and Action Plan 2016-2020 EU/EM in Haiti

The aim of this project was to understand how and why gender inequalities persist in Haiti (while overcoming preconceptions, particularly with regard to foster care or schooling), and in particular in the priority sectors of European cooperation (EDF, other EC tools, Member States, etc.); how they interact with other inequalities and how they impact on human rights.

The aim was also to identify the efforts made by the EU and the MS in Haiti to move towards gender equality and the emancipation of women, and the results and benefits obtained.

Finally, the analysis would look at the commitment and capacity of the Haitian government and its partners to work on these issues of gender equality.

Final reviews of the interventions “Support to the decentralization of the Koulikoro region – PADK II” and “Support to civil status – PAEC”

The final review of the “Support to the decentralization of the Koulikoro – PADK II” intervention had as its goal to strengthen the process of decentralization and good governance, in order to provide useful and sustainable services to the populations and in particular contribute to the sustainable and socio-economic development of the Koulikoro region.

Simultaneously, the second intervention “Support to civil status – PAEC” was to contribute to ensuring the legal security of citizens, as well as peace and stability through a reliable, secure and harmonized national civil registration system.

The evaluation provided answered to "how"- and "why"-questions and was essential for assessing the value of the achieved results and of the implementation process of the whole intervention.

The evaluation served the following functions:

To support steering. On the basis of in-depth analyses, the review offered useful recommendations that are based on data (evidence-based).
To contribute to learning. By analysing the development process, the review allowed to explain what works, what does not work and why, and to thus draw lessons for other interventions or for the elaboration of new policies, strategies and programmes.
Accountability to the donor, partner and other internal actors by supplying an external assessment of the progress made and the results achieved

Production of Brochure about the EU-Mongolia Development Cooperation

The global objective of the assignment was to produce a high-quality Brochure to enhance the communication and visibility of the impacts and results of DEVCO projects in Mongolia. The main purpose of the publication was to have the readers have a good outlook about the added value and success stories of the EU (EC + EU Member States) in the field of development cooperation in Mongolia.

The specific objectives of the assignment were as follows:

to raise the interest in EU development cooperation related policies and actions in Mongolia
to provide the general public with basic and attractive information on the added value and results of EU official development assistance (ODA) to Mongolia
