Our projects

The main objectives of the evaluation were to provide the relevant external co-operation services of the European Union, the partner government and, when appropriate, the wider public with:

• an overall independent assessment of the past performance of the intervention of the KP DGCD programme, paying particularly attention to the results of the project against its objectives;
• key lessons and recommendations in order to improve current and future action.

The content of the evaluation included all activites undertaken within the framework of the KP DGCD budget support programme, namely:

• The budget support component with Government of Khyber Pakhtunkhwa;
• The service contract for Technical Assistance;
• The grant contract for Social Mobilisation.

The gender analysis provided information on persisting gender inequalities in Guatemala and the underlying reasons. It has:

• taken into account the situation of exclusion of indegenous women and how this interrelates with other types of inequalities and
• its impact on the realization of human rights and/or the access to the benefits of development initiatives.

Likewise, it contained a reference to the commitment and capacity of the Guatemalan government to work on gender equality and the empowerment of women and girls.

The objective of this MTR was to assess the relevance, efficiency, effectiveness and sustainability of the program implementation.

More particularly, the objective was to evaluate the theory of change of RESET through understanding and documenting i. the context and capacity of implementation and ii. the process and intermediate products the program attained in relation to its overall objectives and expected results as defined in the Programme design and its contribution to the Resilience Building in Ethiopia as per the model developed in the RESET Concept Not

Following several discussions on the subject of evaluation recommendations, the Evaluation Cooperation Group (ECG) decided that a Working Group on evaluation recommendations, management responses and feedback loops should be launched. This assignment produced a reference document to support this Working Group by:

• Taking stock of how ECG members and observers formulate evaluation recommendations, obtain responses to evaluation recommendations from management, engage the Board with evaluation recommendations, follow up on the implementation of evaluation recommendations, and draw on feedback loops to improve the formulation of evaluation recommendations and their implementation; and by
• Identifying lessons for promoting the recurrence of desirable outcomes in the aforementioned stages in the evaluation process, while precluding the recurrence of undesirable outcomes.

These objectives were addressed by drawing on desk research and close to 40 interviews with representatives of the evaluation, service, management and Board functions within the ECG members and observers participating in the Working Group.

The stocktaking and analysis of lessons learned identified a number of factors influencing the way the studied process are organised and implemented by the ECG members.

Particip GmbH provided quality assurance during this process.

The objective of the mission was to assess and report to the European External Action Service (EEAS) and the European Commission (EC FPI) whether a deployment of an EU Election Observation Mission (EU EOM) to Timor-Leste for the forthcoming General Elections (foreseen for February 2017) would be useful, advisable and feasible. Moreover, the objective of the ExM was to produce specific documents containing clear information and recommendations ahead of the HRVP's decision on the deployment of a possible EU EOM.

More specifically, the ExM:

1. Assessed the pre-election situation in the light of international standards for democratic elections and national legislation. The assessment covered: (i) Electoral framework for general elections (ii) election administration, (iii) human rights and fundamental freedoms, (iv) media, (v) voter registration, (vi) party and candidate registration, (vii) political situation, (viii) security aspects, (ix) logistics and operational matters, and (x) any other relevant issues relating to the elections and possible deployment of an EU EOM.

2. Drew lessons from the previous missions deployed in Timor Leste.

3. Made necessary preliminary logistics related enquiries and provide advice on how to organise the operational component of a possible EU EOM.

4. Assessed the security situation in the country, in particular in connection with the possible deployment of an EU EOM.

5. Advised on the focus, composition, number and length of stay of the Core Team members and long and short-term observers of the EU EOM.

6. Drafted tentative specifications and Terms of Reference of a possible EU EOM and/or an EEM and related estimated costs and budget breakdown.

7. Assessed the relevance of providing support to domestic observer organisations under the EIDHR.

8. Acquired updated information on EU election support (both EU and Member States) and other major actors' plans in this field, including in the area of electoral assistance.

9. Liaised closely with domestic and international election observation organisations that may be present on the ground regarding the preparation of elections. Seek close coordination with the OAS to this purpose.

10. Prepared a number of specific reports as outlined in section “VI. Output” of the ToR.

The aim of this specific contract was to support the Peruvian Authorities for the identification and formulation of a new intervention for the drugs sector based on a comprehensive analysis of the key problems and the assistance already available.

The assignment was split into two phases:

The specific objectives of ++Phase 1++ were:

• Mapping of current and past EU actions in the area of drugs and their impact/results (under bilateral, regional and thematic programmes).
• List the main areas of current/future intervention of other key donors.
• Assess the main achievements and challenges of the national strategy to fight against drugs.
• Based on (a), (b) and (c), propose potential lines of action under MIP 2014-2017 (up to €12 millions), taking into account their relevance with respect to the sector challenges and the feasibility to achieve concrete results in the framework of a project.

The specific objective of ++Phase 2++ was to develop the full project proposal once the Delegation and the newly elected authorities had agreed on the lines of intervention.

General objective: To analyze the political, economic and institutional context in Honduras and the capacities of civil society organizations, private companies and other key players in the fight against corruption. This serves in order to establish the best mode and roadmap for implementing the components of stakeholders by identifying the key partners for the implementation process and preparing supporting documents to support the launch of the project.

Specific objectives (OE):

OE1: To analyse the political, economic and institutional context in Honduras in relation to corruption and to identify major factors and environmental influences, which need to be addressed to obtain long-term results in terms of political culture and the perception of corruption (theory of change).

SO2: To map and establish a typology of institutional civil society actors that are able to contribute to strengthening the democratic and inclusive institutional development of political parties.

OE3: Map and establish a typology of institutional civil society actors that are able to contribute to the strengthening of the understanding of democratic values, the importance of an ethical, inclusive and responsible political culture, with competence in the development of multi-media civic education programs - media aimed especially at the media and youth, future leaders and voters in Honduras

The global objective of the assignment was to deliver a strategic approach for EU-Thailand cooperation that will contribute to Thailand's achievement of sustainable development (SDGs), leading to reduced inequality and higher income status and at the same time demonstrating the impact and added-value of the EU contributions.

Drawing lessons learned from EU relations with other upper middle income countries (such as Mexico, South Korea, Brazil), the specific objective of the study was to review and assess Thailand's current state of development and the applicable EU instruments/initiatives and prepare a strategic approach for EU-Thailand cooperation in order to contribute to the political/policy dialogue and facilitate Thailand's achievement of inclusive and sustainable development, in line with the country SDGs' commitments. The cross-cutting issues such as gender equality, good governance, and environmental sustainability will be taken into account in the approach that will be developed.

The global objectives of the project were:

1. To improve the public’s knowledge of the European Union (EU) and EU-Congolese cooperation in the Republic of Congo

2. To assist the Delegation of the European Union (DEU) in Congo with the implementation of the communication strategy

In the context of the global objectives, the following specific objectives have been achieved:

• Coordinate the organisation of, and take care of the logistical aspects and broadcasting of communication and visibility events for the DEU and the National Authorising Officer (NAO).
• Contribute to the DEU and NAO’s design and production of communication and visibility outputs.
• Assist in and supervise the preparation of the communication products for the projects.
• Assist the DEU and the NAO with media relations.
• Monitor the press coverage (written, TV and radio) of certain topics selected by the DEU concerning the presence of the EU in the Republic of Congo.
• Monitor and evaluate communication and visibility activities.
• Introduce the graphic materials for the communication and visibility documents produced by the DEU, the NAO and the projects.
• Propose a graphic charter common to all documents produced by the EU in Congo.
• If requested by the DEU, assist the cooperation projects with the implementation of their communication plans.

The general objective of the present évaluation was to improve the effective functioning of the judicial system in Mauritania towards minors.

The specific objective of the projet was to identify a list of judiciary and sociological tasks in order to enforce the regulation in terms of child protection effectively.

The services requested were intended to document in detail the reality of the criminal justice system concerning child protection in conflict with the law as well as the placement of minors in CARSEC and to identify ways to ensure that the child protection is being applied more effectively.
