Our projects

The main objectives of this evaluation were to provide the relevant services of the European Union and the interested stakeholders with:

• an overall independent assessment of the past performance of the CRIMLEA programme (phases 1 and 2), paying particular attention to its results measured against its expected objectives; and the reasons underpinning such results;
• key lessons learned, conclusions and related recommendations in order to improve current and future Action, and;
• key insights and concrete recommendations in terms of geographic scope, methodological approaches and support activities to feed into the design of a third phase which is envisaged during the first half of 2019 under the 11th EDF cross-regional envelope for maritime security in the EA-SA-IO region (available resources: five million EUR).

The overall objective of the project was to enhance the EU's image in Pakistan as a strong partner of Pakistan. The purpose of the project was to ensure the visibility of cooperation programmes in complementarity with the messages of the EU Delegation to Pakistan, in order to enhance the image and visibility of EU as a partner of Pakistan.

The expected results to be achieved were:

• communication strategy was developed by the contractor, approved by the EU Delegation and implemented by the contractor.
• Clear EU image and messaging was established, rooted in an agreed set of overall and specific messages.
• A comprehensive and strategically sequenced communication campaign was implemented.
• Sustained links with the media were established, with improved coverage – in terms both of quantity and quality – across print, broadcast and digital media.

The overall objective was to compile and analyse the necessary information for the EU Delegation to Jordan to take an informed decision on the way forward regarding the project "Decentralisation and Local Development Support Programme".

The specific assignment included:

1. To conduct an evaluation of the above mentioned project;

2. To re-formulate the project, if deemed relevant and feasible, under a new approach

3. To monitor the remaining period of implementation of the project.

The overall objective of this Final Evaluation is to analyse the compliance of four Technical Assistance projects with the Objectives and Expected Results defined by their Terms of Reference.

The specific objectives are to provide the relevant services of the European Union, the interested stakeholders and the wider public with an overall independent assessment of the past performance of the Support to the Justice Sector Policy Reforms in Moldova (Annual Action Programme 2011) package, paying particular attention to:

• Its final results measured against its objectives
• Key lessons and recommendations in order to improve current (where relevant) and future actions.

In particular, this final evaluation will serve to evaluate the relevance, effectiveness, efficiency, coherence and EU-added value of the EU assistance provided until now to the sector.

The objective of this project was to provide the support of an electoral / legal expert to the European Service for External Action, and in particular to the Delegation of the European Union (DUE) in Abidjan, to take stock of the situation. the implementation of the recommendations of the electoral missions deployed by the EU and the electoral framework in Côte d'Ivoire in the context of the preparation of the next elections of Côte d'Ivoire and to make proposals, by setting priorities short, medium and long term, which will guide the action of the European Union.

The electoral / legal expert studied, on the basis of the recommendations made by the EOM 2010 and the MEEs 2011 and 2015, the institutional and legal evolutions relating to the electoral framework and respect for public liberties, and drew up a final report of study covering the entire exercise.

The overall objective of the project was to further improve the Information and Communication Technologies in the justice sector and strengthen the overall ICT structure and capacities of the institutions and to overall increase their performances.

The project purpose was the preparation of Action Plan with detailed budget for the implementation of the Strategy, feasibility study, and technical specification, standard operational procedures for supply of necessary equipment as well as to conduct market studies and cost estimation for the above mentioned equipment in order to perform successful tender procedure for the supply contract(s) under IPA II Action “Improving the E-justice system through the development of ICT infrastructure, E-services and access to justice tools, as well as inter-operability between relevant institutions”.

The global objective of the project was to carry out a comprehensive evaluation of the impact of the EU support in the area of inclusive politics/democratisation in Somalia in the period 2012-2017 as well as the EU democratisation support to Somaliland in the period 2014-2017, in order to provide the Delegation with recommendations concerning strategic programming and operational choices for future strategic support through the EU Support programmes: 'Governance Consolidation Programme for Somalia (GOVCON)' funded by the 11th European Development Fund and in particular Result 1 'Strengthening democratic institutions and processes' and pillar 3 'Build state legitimacy and responsiveness, and democratic governance' of the EU Development Cooperation Strategy 2017-2020 to be financed by the EUTF. The amounts allocated were of 12,000,000 (Result 1: Strengthening democratisation, social accountability and participation of non-state actors in governance processes including, elections, support for the legislative sector, constitution and enhanced social accountability and participation of non-state actors in democratisation, peace and state-building and human rights promotion, with focus on women’s rights and decision-making) and 14,000,000 EUR.

The specific objectives were:

• To provide an overall independent assessment of the past performance of EU programmes in support to inclusive politics for Somalia and the democratisation programmes for Somaliland, paying particular attention to their overall impact and 'intermediate' results measured against their objectives (with attention to relevance, effectiveness, efficiency, results and sustainability).
• To provide key lessons and recommendations in order to improve impact and coherence of future EU Actions in the relevant areas and its strategic role vis-à-vis the ongoing and future interventions of other key donors as well as the key milestones to be achieved in Somalia and Somaliland by 2020/2021.
• To assist the EU Delegation in the preparation of a new strategic and comprehensive framework in the area of inclusive politics (democratic institutions, electoral and political processes and accountability) in Somalia and on democratisation in Somaliland. That comprises of actions under Results 1 'Strengthening democratic institutions and processes' of the GOVCON Support programme to be financed by 11th EDF, and the pillar 3 'Build state legitimacy and responsiveness, and democratic governance' of the EUTF. These actions will be implemented through selected implementation modalities.
• In relation to specific objective 5, to recommend actions, in the area of inclusive politics and democratisation that could reinforce the impact and/or complement activities under the integrated territorial approach per corridor in terms of state and federal architecture, consolidation of state formation and local authorities, promotion of intra, inter-state reconciliation and inter-state and FGS-FMS relations, political processes and state accountability.
• To assist the Delegation in ensuring coherence in the EU support in the area of democratisation and its support to the civil society.
• To map out and assess from a strategic perspective key implementing partner organisations both local (civil society) and international that played or could have played an active and meaningful role in the democratisation, strengthening of democratic institutions and political processes for Somalia and Somaliland and to provide recommendations for their potential role in the implementation of the future EU assistance in the respective areas in Somalia and Somaliland for the period 2017-2021.
• To identify options for implementation modalities of future EU programmes in support to inclusive politics (democratic institutions, electoral and political processes and accountability) in Somalia and the EU democratisation programme in Somaliland, which could include modification of implementation modalities, selection criteria, management, partners (UN, international organisations, local civil society) and budget allocations among others.

The general objective of the project is to improve environmental protection through investments into waste water treatment improving environmental standards in Serbia.

Specific objective of this contract is to provide assistance to state authorities in preparation of a National Sludge Management Strategy and related Implementation Plan to enable Serbia to carry out the institutional, legal, technical, financial and administrative improvements to meet EU and national standards in urban wastewater sludge management.

The main objectives of this evaluation were to provide the relevant services of the European Union, the

interested stakeholders with:

• an overall independent assessment of the past performance of the African Peace and Security Architecture support programme III financed by the European Union, paying particular attention to its intermediate outcomes measured against its objectives;
• key lessons and recommendations in order to improve current (if relevant) and possible future support to the APSA taking into consideration the ongoing AU reform and the operationalisation of the Peace Fund;
• priority areas to support and execution modalities for a possible EU follow-up support to the APSA taking into consideration the lessons learnt of the APSA III and the ongoing reforms at the AU.

In particular, this evaluation:

• Provided a clear and comprehensive overview of the status of implementation of the APSA support programme III looking at both the Delegation Agreement and the Annual Work Plans
• Assessed whether the AUC human resources polices and recruitment processes combined with the APSA support programme III improved the institutional capacities of the AUC Peace and Security Department
• Assessed whether the execution modalities proved to be relevant, efficient and appropriate
• Assessed whether the visibility of the European Union as main contributor to the APSA was raised as agreed during the implementation of the APSA III.
• Identified priority areas et proposed the possible most appropriate execution modalities for any

future EU support programme to the APSA.

For each of these 5 points, the evaluation provided recommendations to improve and/or strengthen

the current and future EU support to the APSA.

The main users of this evaluation was the European Union Delegation to the African Union, the

regional European Union Delegations, the RECs/RMs, DG DEVCO, EEAS and the African Union Commission

Peace and Security Department.

The global objective of this study was to contribute to the elaboration of national maritime governance framework for each of the seven beneficiary countries in order to promote regional maritime cooperation and a stable maritime environment, as well as to contribute to peace, order and sustainable prosperity in the ESA-IO zone.

The specific objectives were

(a) Formulate national integrated maritime security strategies in countries of the ESA-IO region, in particular, Comoros, Djibouti, Kenya, Madagascar, Mauritius, Seychelles and Tanzania, which would be based on the regional Strategy on maritime security for the ESA-IO region.

(b) Harmonise the respective national maritime security strategies in countries of the ESA-IO region in line with the regional maritime security strategy.
