The overall objective of the project was to further improve the Information and Communication Technologies in the justice sector and strengthen the overall ICT structure and capacities of the institutions and to overall increase their performances.

The project purpose was the preparation of Action Plan with detailed budget for the implementation of the Strategy, feasibility study, and technical specification, standard operational procedures for supply of necessary equipment as well as to conduct market studies and cost estimation for the above mentioned equipment in order to perform successful tender procedure for the supply contract(s) under IPA II Action “Improving the E-justice system through the development of ICT infrastructure, E-services and access to justice tools, as well as inter-operability between relevant institutions”.

The global objective of the project was to carry out a comprehensive evaluation of the impact of the EU support in the area of inclusive politics/democratisation in Somalia in the period 2012-2017 as well as the EU democratisation support to Somaliland in the period 2014-2017, in order to provide the Delegation with recommendations concerning strategic programming and operational choices for future strategic support through the EU Support programmes: 'Governance Consolidation Programme for Somalia (GOVCON)' funded by the 11th European Development Fund and in particular Result 1 'Strengthening democratic institutions and processes' and pillar 3 'Build state legitimacy and responsiveness, and democratic governance' of the EU Development Cooperation Strategy 2017-2020 to be financed by the EUTF. The amounts allocated were of 12,000,000 (Result 1: Strengthening democratisation, social accountability and participation of non-state actors in governance processes including, elections, support for the legislative sector, constitution and enhanced social accountability and participation of non-state actors in democratisation, peace and state-building and human rights promotion, with focus on women’s rights and decision-making) and 14,000,000 EUR.

The specific objectives were:

• To provide an overall independent assessment of the past performance of EU programmes in support to inclusive politics for Somalia and the democratisation programmes for Somaliland, paying particular attention to their overall impact and 'intermediate' results measured against their objectives (with attention to relevance, effectiveness, efficiency, results and sustainability).
• To provide key lessons and recommendations in order to improve impact and coherence of future EU Actions in the relevant areas and its strategic role vis-à-vis the ongoing and future interventions of other key donors as well as the key milestones to be achieved in Somalia and Somaliland by 2020/2021.
• To assist the EU Delegation in the preparation of a new strategic and comprehensive framework in the area of inclusive politics (democratic institutions, electoral and political processes and accountability) in Somalia and on democratisation in Somaliland. That comprises of actions under Results 1 'Strengthening democratic institutions and processes' of the GOVCON Support programme to be financed by 11th EDF, and the pillar 3 'Build state legitimacy and responsiveness, and democratic governance' of the EUTF. These actions will be implemented through selected implementation modalities.
• In relation to specific objective 5, to recommend actions, in the area of inclusive politics and democratisation that could reinforce the impact and/or complement activities under the integrated territorial approach per corridor in terms of state and federal architecture, consolidation of state formation and local authorities, promotion of intra, inter-state reconciliation and inter-state and FGS-FMS relations, political processes and state accountability.
• To assist the Delegation in ensuring coherence in the EU support in the area of democratisation and its support to the civil society.
• To map out and assess from a strategic perspective key implementing partner organisations both local (civil society) and international that played or could have played an active and meaningful role in the democratisation, strengthening of democratic institutions and political processes for Somalia and Somaliland and to provide recommendations for their potential role in the implementation of the future EU assistance in the respective areas in Somalia and Somaliland for the period 2017-2021.
• To identify options for implementation modalities of future EU programmes in support to inclusive politics (democratic institutions, electoral and political processes and accountability) in Somalia and the EU democratisation programme in Somaliland, which could include modification of implementation modalities, selection criteria, management, partners (UN, international organisations, local civil society) and budget allocations among others.

The general objective of the project is to improve environmental protection through investments into waste water treatment improving environmental standards in Serbia.

Specific objective of this contract is to provide assistance to state authorities in preparation of a National Sludge Management Strategy and related Implementation Plan to enable Serbia to carry out the institutional, legal, technical, financial and administrative improvements to meet EU and national standards in urban wastewater sludge management.

The global objective of this study was to contribute to the elaboration of national maritime governance framework for each of the seven beneficiary countries in order to promote regional maritime cooperation and a stable maritime environment, as well as to contribute to peace, order and sustainable prosperity in the ESA-IO zone.

The specific objectives were

(a) Formulate national integrated maritime security strategies in countries of the ESA-IO region, in particular, Comoros, Djibouti, Kenya, Madagascar, Mauritius, Seychelles and Tanzania, which would be based on the regional Strategy on maritime security for the ESA-IO region.

(b) Harmonise the respective national maritime security strategies in countries of the ESA-IO region in line with the regional maritime security strategy.

The Satellite Index Insurance for Pastoralists in Ethiopia (SIIPE) programme was a pilot initiative that has tested a weather-index microinsurance product combined with disaster risk reduction interventions with the aim of protecting pastoralists in the Somali region of Ethiopia from climate shocks. Selected pastoralist households already participating in the Government of Ethiopia’s Productive Safety Net Programme have been able to access insurance coverage on a voluntary basis.

The impact evaluation was performed in the Somali region over the one-year period (2017/18) of the pilot initiative. It aimed to:

1. Understand if (and how) the SIIPE intervention had provided greater protection to pastoralists against climate risk, for example their ability to keep their animals alive during a drought;

2. Understand whether there was any behavioural change (e.g. on productive decisions, use of financial services) connected to improvements in confidence brought about by SIIPE;

3. Measure the changes in well-being (such as food security) of individual households that could have been attributed to the programme.

The impact evaluation methodology combined a randomised controlled trial at the level of households living in the SIIPE pilot areas with a complementary quasi-experimental component including households in non-pilot areas. The econometric and qualitative impact analysis used data from baseline and endline surveys of pastoralist households conducted by the evaluation team in the Somali region.

The evaluation was used to decide on further scale-up of the intervention in Ethiopia, inform about potential replication in other countries, and to glean lessons learnt for the design of future interventions. Its results have also been used to refine and improve the product and processes of the SIIPE programme.

This evaluation served to understand the performance of the Action (The Development Effectiveness and Accountability Programme (DEAP) whose main Implementing Partner (IP) is the Ministry of Finance, Economic Planning and Development - a joint programme funded by the European Union (EU) and United Nations (UNDP, UNICEF and UN Women) -, its enabling factors and those hampering a proper delivery of results with a particular view to their sustainability, in order to adjust its design or implementing modalities for future programmes. It furthered document lessons learnt and any best practices identified and made recommendations to be considerered in future programming of similar initiatives.

The project had three main Intermediate Objectives/Outputs as follows:

• Intermediate Objective 1: National Institutions utilize RBM systems for planning, monitoring and

evaluation to enhance ownership and leadership for achievement of development results.

• Intermediate Objective 2: National Institutions have the capacity to align policies, programmes and

budgets with national development strategies and Agenda 2030, including the Sustainable Development

Goals(SDGs), for efficient achievement of development results.

• Intermediate Objective 3: Government has sufficient capacity to effectively negotiate, manage and

account for development assistance.

The global objective was to facilitate EU + EU MS in Kenya's contribution to Kenya's development agenda through the implementation of Joint Programming.

The specific objectives were to:

• Undertake an evaluation of the key lessons learnt, progress, achievements and challenges from the first phase of Joint Programming in Kenya
• Assist EU Development Partners involved in Joint Programming in Kenya to prepare a second phase of Joint Programming for the 2018-2022 period.

The global objective was the systematic and timely evaluation of the twinning projects “Support to Kosovo Assembly” (CRIS 2011/277-389), “Strengthening the functioning of Kosovo Assembly”(CRIS 2014/341-055) and “Further support to the Kosovo Assembly” (CRIS 2016/372-105). The focus of evaluations was on the assessment of achievements, the quality and the results of actions in the context of an evolving cooperation policy with an increasing emphasis on result-oriented approaches. From this perspective, evaluations looked for evidence of why, whether or how these results were linked to the EU intervention and seeked to identify the factors driving or hindering progress.

The specific objectives of this evaluation were to provide the relevant services of the European Union, the interested stakeholders and the wider public with:

• an overall independent assessment of the past performance of the projects
• key lessons and recommendations in order to improve future actions. In particular, this evaluation served the EU Office in Kosovo relevant services in headquarters for planning future assistance to the Assembly, the Ministry of European Integration and the main users of this evaluation were the above institutions.

In particular this evaluation served:

• To understand the extent to which the programme has contributed towards the creation of the independent institution, with strengthen oversight role, and role in EU related issues;
• To understand the performance of the programme, its enabling factors and those hampering a proper delivery of results as to inform the planning of the future EU interventions and actions in the Kosovo Assembly.
• Provide recommendations for the possible future actions in the Kosovo Assembly.

The global objectives of the mission were:

1. Enhance the overall effectiveness of aid to Philippines in order to ensure more rapid achievement of Sustainable Development Goals and more rapid, equitable and sustainable poverty reduction.

2. Maximise the impact of EU aid to Philippines, through increased co-ordination, harmonisation and alignment among EU Member States and the European Commission, leading to strengthened aid effectiveness.

The specific objective was to support the EU development partners in the Philippines to improve aid effectiveness including joint programming and improved coordination mechanisms.

The overall objective of the project is to support the Government of Moldova to implement its reform Agenda and in particular to assist the government in developing the capacities required for the implementation of the Association Agreement (AA), including the Deep and Comprehensive Free Trade Area (DCFTA), as well as to ensure the necessary follow-up for the post Visa Liberalisation stage.

The project supported the deployment of EU High Level Advisers in the Republic of Moldova.

The High Level Advisors, selected by the European Commission, assisted the ministries and State agencies involved in the implementation of EU – Moldova agreements.

The activities making up this project included the contracting of the designated EU High Level Advisers, providing them with logistical support (such as travel, installation, conference organisation) and with local office support (project manager, assistants, interpreters, translators).

The locally-based project coordinator from the Contractor's team was responsible for organising events, logistics, visibility, coordination, reporting, steering committees and liaison with the EU Delegation
