The EC implemented the 2019 #2030isnow campaign of the EU Development Communication Network. The main objective of this campaign was to inform European citizens - particularly young people - about European development cooperation policies and activities in support of the 2030 Agenda and the SDGs.

As a main communication tool, the Network opted to install stands with an interactive “wall” in existing summer festivals around Europe. The interactive wall informed the festivalgoers about the 2030 Agenda and Europe’s leading role in supporting the SDGs around the world. The installation of both the wall and the surrounding elements required the management of their procurement, delivery, installation, removal and disposal. Particip further responsible to ensure the correct functioning of all technical and IT components integrated into the interactive wall throughout the entire duration of all events.

The project closely coordinated with the participating Member States, the festival organizers, other involved service providers and the European Commission on all practical aspects of the organization in each country.

The events and festivals identified were located in Slovenia, Estonia, Germany, Spain, Denmark, Belgium and other European countries.

The campaign ran from May to September 2019 and the project also supported follow-up activities in 2020.

The Government of Somaliland (GoSL) was supported to improve capacity to perform key government functions, strengthen its policy capabilities and improve civil service management including support to improve institutional, organizational and individual level capacity to improve public sector performance.

Organizational performance is directly dependent on the quality of staff performing well-defined functions on the basis of clearly defined mandates and availability of appropriate tools and enabling work conditions.

The Civil Service Strengthening Project (CSSP), funded by the World Bank, aimed to support the GoSL to conduct a rapid assessment of mandates, functions and staffing requirements of ministries, departments and agencies (MDAs) including taking them through a visioning process to define their vision, mission and value system.

The key objective was to support the establishment and/or strengthening of Human resources and the Policy and planning departments in the beneficiary institutions (BIs) and the roll out of related reforms in these areas.

The objective of this assignment was to provide technical assistance to support a diagnostic assessment of the organizational set up of MDAs focusing on their mandates, functions, and organizational structures, staffing requirements and administrative policies, processes and systems.

The assessment identified:

• National development priorities that MDA contributes, Service Delivery and performance issues;
• Gaps in mandates and functions in the context of government performance on national development objectives;
• Relevance of the current organizational structure to the mandates and functions and proposed changes and recommendations in the organizational structure, taking into account relevant international experience;
• Vision, mission and value statements of MDA in line with NDP2 and HR best practices
• Relevance of current staffing to the mandates and functions and recommendations on staffing requirements, taking into consideration impact on the wage bill of MDA;
• Critical and strategic positions to be filled through the Talent Management Program (TMP).

The result of the organizational assessment facilitates the identification of critical and strategic positions to be filled through the Talent Management Program.

As a response to the rapid spread of COVID-19 in Afghanistan and the call for humanitarian assistance, the World Bank has granted the Ministry of Public Heath (MoPH) of Afghanistan a project called “Afghanistan COVID-19 Emergency Response and Health System Preparedness project (ESHSP)”. The project’s main goal is it, to reduce the spread of COVID-19 and to prepare the countries national health systems for the pandemic and strengthen their capacities.

The overall purpose of the consultancy services is to assess and monitor the performance and progress of COVID 19 contracts under Emergency Response and Health System Preparedness (ERHSP) Project with the implementing BPHS/EPHS partner, WHO and UNICEF.

UNICEF) at central, provincial and targeted HF levels,

• assess and monitor the quantity including (consistency and completeness) and quality

of medicine, equipment’s, PPE kits, consumable items and Lab reagents at central,

provincial and targeted HF levels,

• assess and monitor the availability and effectiveness of risk communication activities

under ERHSP project,

• asses and monitor the implementation of infection prevention measures at COVID-19

This ex-post evaluation assessed interventions funded under the IPA programs in support of civil society in Turkey, managed primarily under IMBC.

For the purpose of the evaluation, a limited number of projects financed under the IPA II 2014 allocations was part of the assessment.

The evaluation did not only describe what has been achieved (or what the Intervention contributed to achieve) but particularly why and upon what conditions results have been (or have not been) achieved.

Results Oriented Monitoring (ROM) reviews aim to assist the European Commission’s services and EU Delegations in monitoring of and reporting on EU financed development and cooperation projects and programmes in third countries through independent reviews of the progress of their implementation and the achievement of project results.

ROM services provided through this contract were clustered in three components:

** Component 1: ROM Reviews. ROM contractors assessed the performance of EU-funded interventions on the basis of the following OECD DAC evaluation criteria: relevance, efficiency, effectiveness, and sustainability.

ROM reviews covered:

-A sample of EU funded interventions during the inception phase of implementation. The ROM review supported the OM in confirming or updating intervention logic and logframe matrix, in reviewing the monitoring system of the IP, in assessing risks and mitigation measures and fine tune the calendar of activities with a view to improve the performance of the intervention across the OECD DAC criteria.

- ROM reviews assisted the OM in adressing the main implementation problems.

-Other interventions for which Commission services requested a ROM review on demand (interventions which could not be visited by EU OMs or for which there was a lack of sector expertise in the EU Delegation/operational unit in HQ).

- Blending operations, focused on asessing the value added of the EU contribution and on the performance of blending interventions in terms of socio-economic development.

** Component 2: Quality assurance and support at design stage for a sample of interventions.The Contractor Provided technical support to EC services in the formulation of intervention logics and related logical frameworks matrices (logframes) and monitoring and reporting arrangements for a sample of interventions.

**Component 3: Results report (at corporate and intervention level). The Contractor provided services to encode and quality control results data for a set of interventions subject to results reporting. TOM contractor ensured quality control of data included in the intervention's logframes. Such quality controls included, amongs others: verifying that the logframe is correctly encoded and up-to-date , enssuring that the latest values related to logframe indicators were available, and supporting the aggregation of intervention-level results into the EU Results Framework or other frameworks.

The objective of the evaluation was to produce and provide objective and impartial information about five ICI (Institutional Cooperation Instrument) projects implemented in 2011 – 2020 in Afghanistan, Bhutan, India and Nepal. The evaluation covered a range of evaluation criteria and questions to be used by different evaluation stakeholders for the purposes of accountability, learning and informed decision-making.

The evaluation focused on the following projects:

• Capacity Buidling for Emission Measurements in India,
• Climate Modelling and Observations (CLIMOB) in India,
• Meteorology Sector Cooperation in Bhutan,
• Finnish-Nepalese Project for Improved capability of the Government of Nepal to respond to the increased risks related to the weather-related natural disasters caused by climate change (phase II and III)
• Geological Survey of Finland’s Support to Afghanistan Geological Survey (AGS, Afghanistan)

The overall objective of the contract was to enhance the EU's image as a strong partner for Liberia. The specific objectives were:

• Enhancing visibility and local understanding of the EU-Liberia partnership by enabling youth to report on EU-funded initiatives under the 11th EDF and thematic budget lines
• Enhancing sector-level understanding and awareness of the advantages and benefits of the support given by the EU to Liberia for the sectors linked to this contract.

There were five thematic areas, as the contract was funded through 5 separate decisions, namely the EU-Liberia Agriculture Programme, EU State Building Contract with Liberia, Youth Rising- EU support to Technical and Vocational Education and Training in Liberia, Civil Society Initiative and Support to the VP A/FLEGT process in Liberia.

The RPP Program Evaluation is being conducted to assess the implementation, management governance, and results of the program observed until the date of the evaluation to draw lessons for future programming. The evaluation was expected to benefit design and implementation of other similar ongoing and future Advisory Services and Analytics (ASA) activities. This Evaluation has assessed:

'==' 1. Program strategy design and approach: with a forward-looking approach, independent evaluator(s)

will assess RPP strategy, and management and governance arrangements.

'==' 2. Country program performance: assessed based on the modified Organization for Economic Cooperationnand Development (OECD)/Development Assistance Committee (DAC) evaluation criteria,

notably—Relevance, Effectiveness, Efficiency, Coherence and Sustainability. However where outcomes

are already available, these were assessed.

'==' 3. Knowledge management performance: assessed based on the evaluation questions below,

focusing on RPP’s relevance, effectiveness, efficiency on producing frontier knowledge on areas

relevant for the countries and topics it supports in an efficient and impactful way.

'==' 4. A list of the donor-specific criteria for external evaluations to be used (based on OECD-DAC criteria) will be shared with the evaluators. The scope of the evaluation has to be defined accordingly in the inception

report.

The purpose of the Election Expert Mission (EEM) was to collect and analyse factual information, assess and report on the electoral process against international commitments, standards and good practice for democratic elections in line with the criteria contained in the Commission Communication on Electoral Assistance and Observation [COM(2000)191]. The experts also formulated recommendations to improve future electoral processes and assessed, when relevant, the state of implementation of recommendations made by previous electoral missions.

The overall objective of this contract was to contribute to the peaceful development of the Republic of Yemen through EU development cooperation assistance.

The specific objective was to carry out a sector evaluation of EU support to the peace process in Yemen and related stabilisation interventions, and to provide recommendations and programmatic documents for future EU development cooperation interventions in this sector.
