The overall objective (Impact) to which this action contributes is 'to increase inclusive access to and use of ICT in Jamaica, in support of the country’s transitioning activities towards becoming a digital economy and society.'

The specific objectives (Outcomes) of this contract are as follows:

Specific objective (Outcome) 1: To provide budget support management technical expertise and enhance the capacity of the Office of the Prime Minister (OPM) as well as the Planning Institute of Jamaica (PIOJ) to:

• ensure the efficient implementation of Digital Jamaica; and
• ensure the efficient coordination, management and reporting of the overall programme.

Specific objective (Outcome) 2: To support the communication of the results of Digital Jamaica to internal and external audiences. In particular, to inform main target groups about the involved Ministries contribution to the GOJ’s wider Digital Transformation Agenda and the EU’s contribution to these efforts.

The main goal of the project is to ensure the management of areas that are protected under the Natura 2000 framework in Bulgaria. The implementation of the project is done in accordance with the scope and content of the measures of the National Prioritised Action Framework for NATURA 2000 (PAF) for the period 2021-2027 under Article 8 of the Habitats Directive.

The specific objectives of the project are:

• To complete the process of determining specific objectives and measures for protected areas from the Natura 2000 network (development of specific objectives and measures for 250 protected areas, and conservation measures for 90 protected areas, which will complete the process of determining specific for protected areas objectives and conservation measures);
• To achieve a better understanding among the interested parties regarding the process of determining specific goals and measures of the protected areas of the Natura 2000 network;
• To build the capacity of the administrations involved in the management process of the Natura 2000 network.

The overall objective underlying the proposed specific contract is to support the Contracting Authority (INTPA G5) and its partners to coordinate, manage and deliver on the components of the TEI. The technical assistance is primarily focused on coordination/management support and delivery of TEI processes and outputs, while providing capacity for targeted substantive IFF/TOC inputs as needed.

Specific objectives are:

1. Ensure smooth, efficient and inclusive coordination of all TEIs stakeholders within and among the Strategic Steering Group and the Management Committee.

2. Support high-level knowledge management, monitoring and information sharing to enhance the coordination, coherence, complementarity and visibility of actions taken by the EU and TEI members in the areas covered by the TEI.

3. Provide a platform for EU actors and African partners to align approaches, ensuring a unified stance and stronger visibility in regional and global fora.

Specific objective (Outcome) 1: Strategic Communication: Measurably increase awareness, understanding and perception of the EU’s partnership priorities in the country, by emphasising impact and added-value of EU actions in Myanmar.

Specific objective (Outcome) 2: Public Diplomacy: Strengthen and expand networks in and outside Myanmar to engage in long-term, people-to-people connections that can help build trust and facilitate future cooperation.

The expected outputs of this contract are as follows:

- Output 1 to Outcome 1: Content marketing strategy designed and implemented, focusing on cooperation priorities, to ensure the role of the EU in Myanmar is better understood and supported in the country and in Europe.

- Output 2 to Outcome 1: Strategic communication activities and conflict-sensitive public campaigns are designed and implemented to make the EU´s brand positioning more understandable, visible and influential to

target audiences.

- Output 1 to Outcome 2: A coordinated series of public diplomacy activities, aligned with and supporting the strategic communication priorities and activities, are designed and implemented to strengthen relations with key audiences, and expand and reinforce networks both in Myanmar and in Europe.

The objective of the FWC is to provide, via individual assignments defined and contracted through Specific Contracts, expertise which can be mobilised at short notice. The quality of the services, which may make use of expertise either internal or external to the Framework Contractor, must be guaranteed by the Framework Contractor who will provide the appropriate internal technical skills and resources.

The FWC has no funds on its own. The main instrument within external action is the Neighbourhood, Development and International Cooperation Instrument - Global Europe (NDICI-Global Europe).

The implementation duration (not exceeding 48 months) and the contractual amount (not exceeding € 1,999,999) are fixed for each individual assignment.

The thematic division is articulated according to the priority areas of the EU International Partnerships and Lot 10 focuses on the following sectors:

• Civil society organisation empowerment
• Decentralisation and Local Authorities empowerment

Lot 17 - Strategic evaluations supports the European Commission services in conducting external, evidence-based evaluations of EU external action in partner countries, regions worldwide, and globally.

Strategic evaluations can encompass various scopes, including:

• Evaluations of EU external action support in a single country or a group of countries/region
• Thematic and sectoral evaluations with global coverage or focussing on a group of countries/region(s)
• Evaluations of EU external financing instruments (e.g. NDICI, IPA III)
• Evaluations of financial instruments (e.g. blending and guarantees at country/region(s) or

instrument level)

• Evaluations of implementation modalities (e.g. budget support operations with a country,

trust funds at country/region(s) or instrument level)

• Evaluations of the EU’s strategic relationship with specific implementing partners or types of partners (e.g. implementing partners under indirect management)
• Evaluations of Joint programming/Team Europe initiatives
• Other types of evaluation assignments (e.g. Meta Evaluations, Systematic Reviews)

These evaluations are considered complex because they comprehensively analyse EU policies, strategies, and actions from design to implementation, assessing the combined results of both spending activities (such as a portfolio of interventions (projects and programmes) and non-spending activities (such as policy dialogues) over a significant period, typically at least four years.

Evaluations are carried out through individual assignments defined and contracted through ‘Specific Contracts’.

Within lot 15, Framework Contractors are expected to assist European Commission services (HQ and EUDs) in monitoring the performance of EU-funded interventions across all regions and sectors of activity.

Lot 15 covers monitoring services that fulfil specific, local requirements. These may include but are not limited to: monitoring systems at intervention/portfolio level, third party monitoring, Information and Communication Technology (ICT) and emerging technologies for monitoring, and data collection for strategic purposes. The Results-Oriented Monitoring (ROM) is contracted through direct service contracts and therefore not covered by this Framework Contract.

The project “Technical Assistance to support the Malawi Youth Sounding Board (2025–2027)” contributes to the European Union’s commitment to promoting inclusive governance, youth participation, and responsive policymaking in Malawi. It is implemented in the context of a youthful population facing persistent challenges related to unemployment, socio-economic exclusion, and limited participation in decision-making processes, while at the same time representing a key asset for the country’s long-term development.

Overall Objective:

The overall objective of the project is to empower Malawian youth by actively involving them in the shaping, monitoring, and dissemination of European Union initiatives, ensuring that EU actions in Malawi are inclusive, relevant, and aligned with the aspirations and needs of young people, particularly those who are most vulnerable. By strengthening youth participation, the project supports the EU Youth Strategy and contributes to democratic governance, social inclusion, and sustainable development in Malawi.

Specific Objective

The specific objective of the project is to provide comprehensive technical, administrative, and communication support to the Malawi Youth Sounding Board (MW-YSB), enabling it to efficiently and effectively implement its mandate as an advisory and consultative body to the EU Delegation in Malawi.

Project Description

To achieve these objectives, the Technical Assistance supports the day-to-day functioning and strategic positioning of the Malawi Youth Sounding Board. It facilitates regular and structured dialogue between the EU Delegation and Youth Sounding Board members, ensuring that youth perspectives are systematically integrated into EU programmes, policies, and initiatives. The project also supports the organisation and coordination of Youth Sounding Board participation in EU events, programme activities, and exchanges with national, regional, and international stakeholders.

A strong emphasis is placed on capacity building and skills development. The project designs and delivers demand-driven training activities tailored to the needs of Youth Sounding Board members, equipping them with the knowledge and competencies required to engage meaningfully in policy dialogue, advocacy, monitoring, and communication. In parallel, the project strengthens linkages between the Youth Sounding Board and existing youth networks, civil society organisations, and institutions across Malawi, thereby reinforcing outreach, inclusiveness, and representativeness.

The Technical Assistance further develops monitoring and feedback mechanisms that allow young people to collect, analyse, and synthesise youth perspectives on EU-supported initiatives. These insights are consolidated into regular reports that inform the EU Delegation’s programming and implementation processes. In addition, the project supports the development and implementation of a communication and visibility strategy aligned with the EU Delegation’s Strategic Communication framework, enhancing the visibility of youth engagement and EU actions among Malawian youth.

Finally, the project contributes to the sustainability of youth engagement by supporting the establishment and operationalisation of a Youth Sounding Board Alumni Network, ensuring continuity, institutional memory, and long-term impact beyond individual mandates. Through these combined actions, the project strengthens the role of Malawian youth as active partners in EU cooperation and national development processes.

The aim is to reinforce the positive perception of the EU beyond its status as the largest donor (in donations), but also as a trusted partner with its partner countries. To achieve this, the DUE wishes to establish a new narrative of the EU in Djibouti as a key player in development and a long-term partner. With the paradigm shift brought about by the arrival of Global Gateway, the way the EU interacts with partner countries has changed. GG has made available innovative financing tools and opportunities, including EFDS+ guarantees. These elements will need to be translated into the new C&V strategy.

Specific objective(s)

1. To increase awareness and understanding of the positive impact of the EU and its member states among young people and other audiences with little knowledge of EU action, particularly in relation to the Global Gateway priorities in Djibouti.

2. Reinforce the visibility of the EU as a key and trusted partner in Djibouti among political decision-makers, the private sector, development players and civil society, by promoting the EU's fundamental values such as human dignity and human rights.

3. Develop and consolidate networks with the media, influencers and opinion leaders to improve the perception of the EU, with a particular focus on young people (15-30) and women to raise awareness of Global Gateway initiatives in Djibouti.
