The objective is to contribute to ++poverty reduction++ and ++development++ in the Republic of Yemen through ++EU cooperation assistance++ as well as promoting ++EU cross-cutting objectives++ related to ++environment++ and ++climate change++, rights based approach, persons with disability, indigenous peoples and gender equality.

The appraisal served two primary purposes. Firstly, it aimed to provide an independent assessment of the feasibility and implementation potential of the Local Adaptation to Climate Change (LACC) project, finalizing the Project Document (PD). This involved evaluating project relevance, implementation strategy, organizational structures, resource allocation, sustainability, and effectiveness in the given context. It also assessed the integration of cross-cutting objectives into the PD and addressed specific issues identified during the planning process, considering recommendations from the Quality Assurance Group of MFA Finland. Possible problem areas were pointed out, and workable solutions to the problems were presented. The Appraisal team collaborated with MFA and the Government of Nepal to make necessary PD revisions based on their decisions.

Secondly, the appraisal reviewed opportunities to broaden cooperation between Finland and Nepal beyond traditional development cooperation, particularly under Finland's Country Programme. This review contributed to the appraisal and finalization of the LACC PD, emphasizing practical proposals for the implementation strategy. The appraisal explored possibilities for cooperation in various sectors like natural resources management, WASH, climate solutions, green economy, circular economy, bio- and agro-technology, aiming to diversify cooperation modalities and partnerships involving the public and private sectors, academia, and civil society. The appraisal team presented comprehensive recommendations to support Team Finland's efforts, utilizing ODA instruments to assist Nepal's transition from Least Developed Country status by 2026 to a Lower Middle Income Country by 2030. This review aided Finland in supporting Nepal's graduation and navigating the post-graduation landscape to achieve its national sustainable development priorities. The relevant recommendations were translated into practical steps and activities to be included in the LACC PD, as applicable, taking into account the scope and modality of the Project.

The mid-term review of the project “Renewable Energy for Rural Development 2+ (RERD2+)” was commissioned by Enabel. The project was initiated in 2018 as a continuation of the “Renewable Energy for Development Project 1”. The Project is scheduled for completion by the end of 2024.

The mid-term review served the purposes of accountability, learning, and steering. It addressed the standard evaluation criteria, The purpose of this mid-term review was to support the project towards a successful completion. The work has included the desk review of documents, field visits to the sites of implementation, as well as extensive interviews and triangulation of data, observations, and collected views to formulate findings.

The main objectives of this evaluation are to provide the European Union departments concerned, interested stakeholders and the general public with:

• an overall independent analysis of the performance of the Global Climate Change Alliance Programme in Mali phase 2 (GCCA-Mali2), paying particular attention to its different levels of results in comparison with its expected objectives, and the reasons for these results;
• the main lessons learned, conclusions and recommendations to improve current and future interventions.

The main objectives of this evaluation were to provide the relevant services of the European Union, the interested stakeholders with:

• an overall independent assessment of the performance of the “Support to enhanced cooperation in sustainable transboundary water management in the Mekong Basin”, paying particular attention to its different levels of results measured against its expected objectives and the reasons underpinning such results;
• key lessons learned, conclusions and related recommendations in order to improve future interventions (this will include the presentation of options for potential future follow-up intervention(s)).

This evaluation fed into the EU’s assessment of its engagement in the Mekong sub-region as well as potential follow-up intervention(s) that could possibly be financed under the Regional Multi-annual

Indicative Programme for Asia and the Pacific 2021-2027 (subject to the availability of funds). On this basis, the evaluation was forward-looking and took into account the EU’s bilateral cooperation with the countries of the Mekong, other relevant EU regional projects and programmes (for e.g. on forestry, wildlife, safe food systems), and potential for a Team Europe Initiative stemming from possible synergies with EU Member States’ relevant support (as the case may be).

The objective of the FWC was to provide, via individual assignments defined and contracted through Specific Contracts, expertise which was be mobilised at short notice in the following fields:

1. Education (formal and non-formal)

2. Vocational Education and Training - VET (formal and non-formal)

3. Lifelong learning

4. Culture

5. Social Inclusion and Protection (formal and informal)

6. Health

7. Research & Innovation

The specific objectives of this contract are as follows:

• Identify, collect, analyse, assess and synthetize all the necessary information for the formulation of the new Programme. This includes the analysis of the possible implementation modalities for the future Programme.
• Write the Action Document of this new Programme according to the template (to be provided).

Trafficking and the worst forms of child labour are a phenomenon that affects the entire West African sub-region, including Côte d'Ivoire, Benin, Togo, Mali and Nigeria. Burkina Faso is recognized as a supplier, transit and receiving country for children. In addition, the Burkinabe authorities estimate that half of Burkinabe children work in households, in agriculture - particularly on cotton fields and fruit and vegetable plantations - and in gold mines. The proportion of children aged between 8 and 18 living apart from their parents due to their work is estimated at about 5%. Reliable data on child labour and child trafficking are not available as there are methodological challenges in collecting data on this sensitive subject. With the development of a national child protection strategy for the period 2018-2027, the country aimed to build on the achievements while addressing the weaknesses of the protection system identified in the 2008-2017 COSP mid-term evaluation and confirmed by the mapping report in 2014. This strategy also aimed to operationalize the system approach desired by all, in the design, implementation and evaluation of policies, programmes and actions for children.

The "Children and Youth Fund" project was part of the national strategic framework for the protection and promotion of children's rights and the fight against trafficking and the worst forms of child labour. The objectives and areas of intervention of the Project were integrated into the priority actions of the National Action Plans.

The overall objective of the project was to contribute to the consolidation of human capital and the promotion of social protection.

The ++specific objective++ of the project was to strengthen the legal, institutional, socio-economic and cultural environment conducive to the promotion and protection of the rights of the child.

The ++results++ expected were as follows:

• Social infrastructure for children and young people, especially vulnerable children and youth, is set up and equipped;
• premises for communal social services are built and furnished;
• School canteens are supported with food for students' meals;
• and scholarships for studies and vocational training are awarded to vulnerable children and young people

The overall objective to which this action contributed was to achieve increased visibility of the EU and the EU assistance provided to the Republic of Moldova, while providing targeted information on tangible results for the Moldovan citizens. The focus of this contract were the EU values and assistance provided to the country, taking as reference the framework of the Association Agreement (AA) and the Deep and Comprehensive Free Trade Agreement (DCFTA). In addition to this, increased focus was placed on visibility of the European Neighbourhood Policy (ENP), the Neighbourhood, Development and International Cooperation Instrument (Global Europe), the Eastern Partnership (EaP), EU regional policies and the status of the Republic of Moldova as EU candidate country.

This objective was implemented via three key areas:

1. Europe Day events

2. High-level communication events, cultural events and ad-hoc events

3. Communication tools of EU Delegation

Last but not least, a special focus was placed on the role and importance of European values and culture, thus providing a pivotal role to communication activities focused around cultural aspects, both of the EU and the Republic of Moldova.

The objective of the FWC is to provide, via individual assignments defined and contracted through Specific Contracts, expertise which can be mobilised at short notice. The quality of the services, which may make use of expertise either internal or external to the Framework Contractor, must be guaranteed by the Framework Contractor who will provide the appropriate internal technical skills and resources.

The FWC has no overall contractual amount or maximum budget. The implementation duration (not exceeding 36 months) and the contractual amount (not exceeding € 999,999) are fixed for each individual assignment.

The various Specific Contracts are governed by the EU External Aid Programmes under which they are financed. These EU External Aid Programmes include the European Development Fund (EDF), as well as the Programmes financed from the EU General Budget.
