Our projects

This project aimed to:

• facilitated the process on EU-Ukraine Association Agreement (AA) implementation, notably by creating flexible on-demand based instrument for addressing key elements of the AA implementation and legal approximation processes such as high-professional advisory to key stakeholders, high-quality legal translations, accurate legal drafting/compliance checks,efficient communication of tehe EUI/AA reforms at national and regional level and improving the professional legal and translation training in higher education institutions; and
• ensured support to the EUI/AA reforms on both national and regional level by means of efficient communication of government authorities of central and regional levels with their target audiences.

The purpose of this contract was to strengthen capacities for monitoring, data collection, data management and reporting through establishment of national environmental information system and monitoring network structure via following results:

Result 1: Development of National Environmental Information System (NEIS);

Result 2: Development of National Environmental Monitoring Network (NEMN) and

Result 3: Strengthening the capacity for implementation of NEIS and NEMN.

The specific objective was to support NEAR A2 in fulfilling its mandate of generating renewed capacity of Commission services to engage with each other and external partners, to develop trust and to rapidly put these new skills to use.

This was made possible through the yearly thematic networks/trainings meetings that were great opportunities for capacity building of EU staff at HQ and Delegations and were further registered in EU Learn.

The regular thematic networks trainings indeed gathered colleagues from headquarters and delegations, in order to present policy updates, share cooperation methodologies, programmes and best practices, discuss and address issues of common interest and thus enable Commission services to learn new tools for achieving effective results.

These trainings addressed policy-related analysis (e.g. gender analysis, do-no-harm and conflict-sensitivity analysis, but not exclusively) and design of assistance. This also included mainstreaming of crosscutting issues such as resilience, digitalization, gender, disabilities, civil society, and more broadly the human rights-based approach, as well as analysis of legislation, regulations and law enforcement, legislative gap analysis, etc.

This independant evaluation of WFP Country Strategic Plan (CSP) in Turkiye assessed the strategic positionning, added-value and results of WFP operations in the Country from 2018 to 2024.

The evaluation served the double purpose of accountability (performance and result assessment) and learning (why certain results occurred or not, lessons and evidence for decision-making). It is envisioned that the evaluation will inform the design of the new CSP for Turkiye, which is scheduled for Executive Board consideration in November 2025.

CSP key sectors and activities included:

• Emergency response and recovery, including cash-based transfers
• School feeding
• Livelihoods activities, including technical and vocational education and training
• Institutional capacity strengthening

Cross-cutting themes included: Gender equality and empowerment of women (GEEW), humanitarian principles and protection, accountability to affected populations (AAP), WFP partnership strategy

The evaluation employed a mixed-method approach that triangulated qualitative and quantitative data from a variety of sources. For this purpose, the evaluation team conducted interviews with different stakeholders including WFP staff at HQ, regional and country level, WFP cooperating partners, donors, UN agencies, government entities as well as focus group discussions with the beneficiaries.

The main objectives of this evaluation were to provide the relevant services of the European Union, the interested stakeholders with:

• an overall independent assessment of the performance of the Civil Society Fund III, paying particular attention to its different levels of results measured against its expected objectives; and the reasons underpinning such results
• key lessons learned, conclusions and related recommendations in order to improve current and future interventions.

In particular, this evaluation served:

• To understand if the programme results covering outputs, outcomes and impacts are achieved in an efficient and effective manner
• To understand how the Civil Society Fund III has contributed to improved capacity of local civil society organizations in Ethiopia to engage in local and national decision making processes
• To understand how the EU should channel support to civil society in future
• To support wider learning across the civil society sector, the EU Delegation to Ethiopia and program stakeholders

The European Union sent an exploratory mission to assess the usefulness, advisability and feasibility of an EU EOM for the upcoming general elections in Guyana.

The purpose of the Exploratory Mission was to collect factual information concerning this election process, in line with the criteria contained in the Commission Communication on Electoral Assistance and Observation [COM(2000)191]. The experts should also in particular:

• Assess the pre-election situation in the light of international standards for democratic elections and national legislation. The assessment will cover: (i) Political situation, (ii) Legal and Electoral framework, (iii) election administration, (iv) voter registration, (v) party and candidate registration, (vi) human rights and fundamental freedoms, (vii) potential for electoral violence, (viii) traditional and online media, as well as social media, (ix) security aspects, (x) logistics and operational matters, (xi) use of electoral ICT and (xii) any other relevant issues relating to the elections and possible deployment of an EU EOM.
• Assess, when relevant, the state of implementation of recommendations of previous EU election missions (both EU EOMs and EEMs).
• Make necessary preliminary logistics related enquiries and provide advice on how to organise the operational component of a possible EU EOM.
• Assess the security situation in the country, in particular in connection with the possible deployment of an EU EOM.
• Advise on the composition, number and length of stay of the Core Team members and long and short-term observers of the EU EOM.
• Draft tentative specifications and Terms of Reference of a possible EU EOM and related estimated costs and budget breakdown.
• Assess the relevance of providing support to domestic observer organisations.
• Acquire updated information on EU election support (both EU and Member States) and other major partners (Canada, Norway and Switzerland) and possible other major actors plans in this field, including in the area of electoral assistance.
• Liaise closely with domestic and international election observation organisations that may be present on the ground regarding the preparation of elections.
• Prepare a number of specific reports as outlined in section 'VI. Output' of these ToR.
• If necessary, participate in the briefing of the EU EOM Core Team should the deployment of an EU EOM be decided.

The overall objective of the assignment was to contribute to the implementation of a more coherent, impactful and strategic approach to DRR in the Philippines, including Climate Change Adaptation, by increasing the ability of international and domestic DRRM, climate and development institutions and instruments to work together in complementary and reinforcing ways for enhancing community resilience.

The four specific objectives (SO) of the assignment were as follows:

• SO 1: Enhance community resilience through the development of a joint “Community Resilience Framework”
• SO 2: Enhance response-recovery interventions by improving multiagency interoperability planning and collaboration across preparedness, response and recovery phases for more coherence working in response to major incidents
• SO 3: Enhance knowledge management and transfer in DRRM and CCA by facilitating the sharing, co-creation and retention of experiential knowledge, lessons learnt, and good practices within Philippines institutions, including engagement with Universities and Colleges, including Community-based Peoples’ Organisations, leading to improved competencies and performance in DRRM and CCA
• SO 4: Identify appropriate incentives to encourage integrated and coherent planning and programming across DRRM pillars and nexus intersections (e.g., humanitarian, climate and development), to optimise co-benefits and improve resource effectiveness for coherent actions to enhance community resilience

The overall objective of this assignment was to contribute to improving the electoral and democratic framework of Colombia during the inter-election period and raising awareness and understanding of the EU EOM recommendations and technical issues related to their implementation. In general, an EFM supports the consolidation of democracy, institution-building and democratic elections in Colombia in the context of the implementation of the 2022 EU EOM recommendations.

The specific objectives of the Mission included:

• Assess the state of play of the implementation of the recommendations of the 2022 EU EOM to Colombia.
• Assess any electoral reforms adopted since the last EOM or which are under consideration (e.g. draft legislation) or planned and the degree to which these reflect EOM recommendations and their alignment with international standards for democratic elections;
• Identify which EOM recommendations are most relevant to the prevailing country situation and the current phase of the electoral cycle;
• Generate additional impetus for – or contribute to ongoing debates on – electoral reform;
• Identify areas of agreement and disagreement on EU EOM recommendations among the stakeholders and any political, technical, financial obstacles to electoral reform;
• Propose actions to overcome obstacles to electoral reform, including measures to develop support for and national ownership of the recommendations;
• If helpful and requested, assist the EUD, EEAS and INTPA in their assessment on whether ongoing cooperation and conflict prevention projects are addressing the recommendations made by EU EOMs. Based on a brief overview of existing programmes, provide needed information to support identification of potential additional election/democracy support action that could contribute to strengthening the implementation of the recommendations and/or to the overall improvement of the electoral framework;
• Contribute to analysis by the EU Delegation, EEAS and INTPA with information to originate any other possible EU actions that could contribute to strengthening the implementation of the recommendations and/or to the overall improvement of the electoral framework;
• Prepare/update with EU Delegation a follow-up plan to EU EOM recommendations.

This end term evaluation (ETE) of the Digital for Girls and Women (D4GW) project is both summative and formative with a general purpose to assess overall project performance. It aims at identifying all project outcomes and generating learning for scaling, sustainability, and policy integration within broader D4D initiatives.

The evaluation considers all pillars of the Project and its diversity in activities. Therefore, the scope is:

• Temporal: the ETE covers the whole implementation period, hence from December 2021 to May 2025, complementing the findings of the previous reviews (2022-2023 Results Report).
• Geographical: the ETE covers the project’s three geographical intervention areas: Belgium, Burkina Faso, and Uganda.
• Thematic: the ETE will assess the entire project, covering the analysis of the 2 specific objectives of the project, the interventions in the 3 countries, and the expected results.

Our approach to conducting this evaluation and the methodological tools is as follows:

• A theory-based approach relying on a contribution analysis that links together the inputs and activities of an intervention with its expected outcomes and impacts. A Theory of Change (ToC) is used to explain this intervention logic.
• Process evaluation: This methodology allows for understanding how well a program is working, the extent to which the program is being implemented as designed, and whether the implementation mechanisms are sufficiently efficient. While focusing on the “how” and “why”, it observes variances to initially intended, planned, and implemented activities.
• Collaborative and utilisation-focused approach: We will ensure to establish our analysis, interpretation, judgement and recommendations with an active involvement of evaluation users. This will not only improve the quality of our work but also allow a greater ownership and dissemination of our findings.
• Capitalising on existing data & evidence and combining qualitative and quantitative investigations: gather existing data from multiple sources, mainly the project management team and the beneficiaries, but also from the literature. Quantitative data provides hard evidence on the desk review, informs about the initial needs assessment and design of the programme, its implementation process, and outcomes.
• a mixed methods approach to conduct this evaluation, using a variety of tools to collect and generate credible evidence and respond to the evaluation questions. This methodology has been designed also to generate “useful” learning throughout the evaluation process for the project management and for Enabel in general.

Children who do not receive adequate health, nutrition, early stimulation, learning opportunities, care and protection, all identified as elements of ‘nurturing care’, tend to have lowered cognitive, language and psychosocial outcomes as well as executive functioning. This usually translates to lowered academic achievement in primary school and, ultimately, dropping out of school. The Government of Malawi recognizes the importance of investing in the integrated Early Childhood Development (ECD) approach which is evident in key steps it has taken to update the National Early Childhood Development (ECD) Policy and framework and develop quality standards.

UNICEF is supporing the Ministry of Gender, Community Development and Social Welfare in strengthening

systems for Early Childhood Development (ECD) through the following broad activities: i. Capacity building of CBCC caregivers through training and supervision; ii. Provision of ECD learning and stimulation materials; iii. Provision of CBCC playing materials and equipment; iv. Minor rehabilitation of CBCC infrastructure; v. Counselling of parents on positive parenting; vi. Transition of children from CBCC to early primary school.

Particip will carry out assessment and mapping community-based childcare centres in consultation with UNICEF, Ministry of Gender, Community Development and Social Welfare and respective district social welfare offices). At the conclusion of the assignment, the institution is expected to submit a detailed assessment and mapping report.
