The overall objective (Impact) to which this action contributes is to improve gender responsive Water, Sanitation and Hygiene (WaSH) services and practices in the Autonomous Region of Bougainville (AROB) based on the EU-PNG MIP 2021-2027 and in line with current agreed processes of the drawdown of powers.

The specific objective of this action is to improve governance and institutional capacity of mandated authorities for WaSH service delivery in Bougainville.

The overall objective of this contract is to support evidence-based policymaking and to strengthen the inputs of the Armenian think tank community in the current context of deepening of EU-AM relations in line with the objective of further strengthening Eastern Partnership (EaP) priorities and enhancing awareness and understanding of the European Neighboured Policy.

The specific objectives of this contract are as follows:

• Specific objective 1: Enable production of high-quality research papers that provide indepth analysis on topics of importance to the EU’s engagement in Armenia and the South Caucasus.
• Specific objective 2: Foster collaboration between Armenia and EU based think-tanks, local experts, policymakers, and EU representatives to support informed decision-making and policy development.

The main objective is to provide Monitoring and Evaluation Services in support to UNSOS in Somalia. Monitoring services will focus on responding to ongoing requests to review and assess the Strategic Communication and Public Information activities undertaken by UNSOS, UNSOM and ATMIS. As part of these services, Particip will provide 24/7 automated/recorded monitoring for all broadcasted client radio and television programs as well as UNSOS-supported community radios for the duration of the contract. Evaluation services shall include in-depth desk reviews of relevant documents, interviews, field visits, focus group discussions, surveys and analysis of public opinion.

Task Area 1: Monitoring.

• Conduct a systematic review and assessment of the Strategic Communication and Public Information (AU/UN/IST) project, comment on its relevance, and recommend measures necessary for improvement.
• Assess the reach and impact of the AU/UN/IST project outputs based on program objectives.
• Recommend specific action necessary to improve the project’s effectiveness and include additional resources required for implementation of such recommendations. Where necessary, the evaluation shall propose changes and revisions in the approaches, organization, management approach, and prioritization of AU/UN/IST activities to ensure achievement of objectives, sustainability of results, and minimize possible risks.
• Consistently monitor operations of the AU/UN/IST and similar organizations to generate ideas for new and creative strategic communication perspectives and approaches.
• Provide 24/7 automated/recorded monitoring for all broadcasted client radio and television programs as well as UNSOS supported community radios for the duration of the contract.

Task Area 2: Evaluation:

The contractor shall demonstrate their capability to:

• Review project documents, work plans, annual and semi-annual reports, performance monitoring plans, and other related technical documents.
• Interview key stakeholders including program related clients, government counterparts and civil society representatives, TCCs.
• Conduct specific field visits and observe the activities in action.
• Conduct focus groups and surveys of audiences to measure impact of project services and outputs.
• Design and implement baseline, mid-line and end-line opinion polls and surveys of Somali citizens’ perceptions of the clients’ stabilization efforts.
• Conduct a critical analysis of public opinion evolution and identify new developments in the public domain that could be leveraged to shape public opinion.
• Conduct an objective assessment of AU/UN/IST strengths and weaknesses.
• Conduct Focus Group Discussions (FGDs).
• Generate situation analysis and issue-based briefing papers.

The overall objective is to support the FMBEP in strengthening existing capacities for coordination of the EU development interventions in Nigeria. Given the limited budgetary resources in carrying out the key mandates of the EU Unit of the FMBEP relevant to effective implementation of the EU– MIP for Nigeria, it is pertinent to support key activities. This objective is complementary to the economic blueprint of the current Administration, i.e the Medium Term Plans of the Nigerian Agenda 2050 are also critical in meeting the targets of the Sustainable Development Goals (SDGs).

The timing of the action is therefore relevant for facilitation the implementation of the recommendation from the review of the National Development Plan (NDP) and MIP. The proposed activities for this action will support all the thematic sectors and actions of the EU – MIP 2021 – 2027.

The specific objectives are to:

• Result 1: Strengthen understanding and the capacities of key actors involved in supporting the new modalities for implementation of the EU funded interventions programmes (national and regional).
• Result 2: Strengthen administrative systems, structures and capacity to monitor, evaluate, coordinate and report on the EU development assistance are in place.

• TASK I: Preparatory/Inception Phase

In agreement with NEA and PMU (Project Management Unit) ensures that

detailed workplan for the assignment (with indication of timelines, responsible parties, etc.) and stakeholder participation mechanisms are in place

• TASK II: Drafting Stakeholder consultation report

Development of the report to describe the stakeholder engagement process

(workshops, community meetings) and reflect all results which will be important information for the

identification of additional prioritized hazard risk areas, where will be carried out more detailed studies (by

using appropriate technical support and other suggested solutions) and to develop corresponding

measures for its reduction which should be in line with stakeholder priority

• TASK III: Drafting of the Basin level MHRBMP

Working closely with central and municipal authorities during the process of

MHRM planning and to develop integrated basin-level MHRMPs for each major river basin (4 in total):

Mtkvari, Khrami-Ktsia, Alazani and Iori, River Basins, with participation of all relevant stakeholders. It is

envisaged that these plans will take a bottom-up, multi-stakeholder approach which will be mainstreamed

into the national on-going work on the development of the river basin management plans as per Guidance

Documents of EU Water Framework Directive and will be in line with the concept and objectives of the EU

Floods Directive

• TASK I: Preparatory/Inception Phase

In agreement with NEA and PMU (Project Management Unit) ensures that detailed workplan for the assignment (with indication of timelines, responsible parties, etc.) and stakeholder participation mechanisms are in place.

• Task II: Drafting Stakeholder consultation report

Development of the report to describe the stakeholder engagement process (workshops, community meetings) and reflect all results which will be important information for the identification of additional prioritized hazard risk areas, where will be carried out more detailed studies (by using appropriate technical support and other suggested solutions) and to develop corresponding measures for its reduction which should be in line with stakeholder priority.

Working closely with central and municipal authorities during the process of

Documents of EU Water Framework Directive and will be in line with the concept and objectives of the EU

Floods Directive

The overall objective of the assignment is to support the EU Delegation to Nigeria in the full operationalisation and implementation of the Country Level Implementation Plan (CLIP) for Nigeria in the framework of the EU Gender Action Plan III (2021-2025) and provide strategic advice to the EU Delegation in Nigeria on gender mainstreaming.

The specific objectives are:

• To advance EU efforts in ensuring that at least 85% of all actions in the programming 2021-2027 have gender equality as a significant (Gender Marker 1) or principal objective (Gender marker 2) in each priority area of the Multi Annual Indicative Programme (MIP).
• To produce and update existing sector analyses to integrate a gender-sensitive approach into the priority sectors of the MIP for Nigeria.
• To support the formulation of the EU Delegation’s new G2 Action.
• To provide technical support to assist the operational sections of the EU Delegation to Nigeria with the strengthening of a gender sensitive approach in the development of action and contractual documents.
• To support the Organisation of key events with government and non-government stakeholders, policy and political dialogues in relation to Gender Equality and Women’s empowerment.
• To support targeted initiatives and advocacy on women’s empowerment with government institutions and non-governmental organisations.
• To support increased cooperation and synergies with Member States during key events and public diplomacy campaigns including the International Women’s Day and the 16 Days of Activism Against Gender-Based Violence.
• To provide specific capacity development for EU Delegation staff as required.
• Support the EU Delegation in reporting on the implementation and progress in the CLIP.

The Forests for the Future Facility (F4) provides strategic and technical support to the European Commission and to partner countries, to contribute to healthy forest ecosystems able to create decent jobs and to enhance economic growth in partner countries. F4 has a demand-driven approach to improve the number, quality and effectiveness of EU interventions in the forest-relevant sectors. F4's main themes are linked to sustainable forest management, private sector investment, policy reforms and sustainable value chains.

The F4 serves as a platform for dialogue and exchange as well as practical cooperation to address the interlinkages between development, poverty reduction, trade, climate change, biodiversity and forest.

F4 is based on two mutually reinforcing pillars: on the one hand a platform for policy dialogue and knowledge exchange and on the other hand a source of technical and financial support to implement forest-related programmes.

Specifically, the F4 Facility constitutes a team of experts that provides technical assistance to the Commission staff (Commission Headquarter in Brussels and EU delegations, as appropriate) and partner countries to improve the quality of forest-relevant programmes or activities at any stage of their cycle (negotiation, programming, identification, formulation, implementation and evaluation).

The Facility is able to address the full spectrum of the forest sector from legal and sustainable forest management and conservation to trade and consumption aspects, by developing sustainable value chain analysis through a holistic approach, looking extensively at economic, social and environmental indications.

In this context, the Facility promotes the concept of Forest Partnership, integrating programming documents, Team Europe Initiatives and additional policies, which may arise.

Particular attention is given to the role of private sector (smallholder farmers, MSMEs) as a driver of inclusive and sustainable forest sector growth and to enhance civil society ability and capacity to participate in the decision-making and monitoring process.

The Facility also has to be able to assess and develop policies/strategies (reforms, governance, legal framework, institutional strengthening, financing plan, fiscal incentives) within the forest sector as well as sectors that may have an impact on forests, like agriculture, infrastructure, mining.

The general objective of this contract is to encourage the emergence of a civil society that can fully play its role both as a development player alongside the most disadvantaged and discriminated against social groups and as a governance player, influential in promoting more relevant, effective and inclusive public policies.

The specific objective of this contract is to improve the effectiveness of the management by the implementing partners of current and future grants, whatever their source of funding, through on-the-spot monitoring and technical support to build their capacities, including on the specific themes of rights and gender approaches and the electoral process.

The Youth Action Plan (YAP) in EU External Action 2022–2027, adopted in October 2022, aims to promote meaningful youth participation and empowerment in EU external action for sustainable development, equality, and peace. The global objective of this evaluation is twofold:

• To provide the relevant EU services and stakeholders with an independent assessment of the performance of the YAP, ensuring accountability by examining results at different levels against expected objectives and analysing the factors underpinning those results.
• To identify key lessons learned, conclusions, and recommendations regarding the YAP in order to inform decision-makers on how to improve current and future interventions on youth mainstreaming in EU policies, dialogues, and actions, notably within Global Gateway initiatives.

The specific objectives are:

• To assess the performance of the YAP to date in achieving its objectives and expected results, identifying best practices and gaps in implementation.
• To assess the relevance, coherence, efficiency, effectiveness, sustainability, and prospects for impact of DG INTPA’s youth-targeted actions and youth mainstreaming (at country, regional, and global levels) in relation to YAP objectives.
• To assess the relevance, coherence, efficiency, effectiveness, sustainability, and prospects for impact of EU initiatives undertaken to enhance institutional youth engagement.
• To inform decision-making on the implementation and further development of youth policy and priorities in EU external action up to 2027 and into the next programming cycle (possible YAP II), contributing to EU priorities and, in particular, the implementation of Global Gateway.
