The EU has developed its own capacities to identify conflict risks early and contribute to strengthening the overall conflict prevention, peace building and mediation capacity of the international community. It strives to establish and promote the use of mediation as a tool of first response to emerging or ongoing crisis situations. As stated by the Concept on EU Mediation and Dialogue (2020), the EU is a uniquely placed actor on conflict prevention and mediation.

The EEAS aims to continue using mediation, conflict early warning and conflict analysis in a more systematic way as an efficient and cost-effective instrument to prevent and resolve conflicts.

The objective of the framework contract is to provide the EEAS.PCM.2 Division (Peace, Security and Defence Partnerships) high quality external expertise (technical assistance) at short notice and logistics support in the fields of conflict prevention and analysis, peace mediation and dialogue support

The GIZ spported the Liberian transport sector since 2008 through the project “Capacity Development in the Transport Sector.”

Particwas invited to facilitate a strategy workshop for the project. The objective of the workshop is to streamline project implementation and to develop an idea for the subsequent phase of the project.

In additiot the strategy workshop was complemented with team-building activities, as new team leaders have recently joined the team.

The risk of electoral violence in Nigeria was high due to exacerbating conflicts in the Delta region, the North-East and for the decades-long conflict between pastoralists and sedentary farmers. Fully aware of the main challenges, the country’s Independent National Electoral Commission (NEC) was committed to resolve the problems related to the situation of internally displaced people and other vulnerable groups to constituency delimitation and many others. In order to support the NEC in tackling these challenges the EU sent an Electoral Observation Mission EOM in 2015 to assess the general elections in the country and has been engaged intensively on the follow-up of the recommendations on both the political and technical level.

Therefore, the overall objective of this assignment was to contribute to the consolidation of democracy and to support institution building and transparency in Nigeria in the context of the implementation of the EU EOM recommendations of 2015.

The specific objectives of the Mission were to:

• Assess and report to the European External Action Service and the EC on the progress made in electoral reforms since the delivery of the final report of the 2015 EU EOM.
• Review and adjust the set of EOM recommendations to the developments regarding electoral and legal reforms as well as the current institutional, political and social context; new recommendations were given to improve future electoral processes, with specific focus on recommendations that could be implemented prior to the next Parliamentary elections in 2019 or prior to the next Presidential elections in 2018.
• Inject momentum in implementing recommendations of the 2015 EU EOM and address shortcomings in view of future elections by meeting all relevant stakeholders, including the national authorities, the election management body representatives, political actors, civil society, representatives of the international community and the media

This assignment provided a coherent proposal to ECOWAS and EU for the strengthening of coordination and cooperation in security in West Africa and the implementation of programmes dealing with specific threats.

It gave sufficient background information and justifications to enable the ECOWAS and EU to make an informed decision on specific objectives and of the projects' implementation modalities.

The specific objective of this assignment was to prepare all the necessary elements of 4 different Action Documents to implement 4 potential projects covering respectively areas A, B, C and D.(Area A: Border Management, Area B: Enhancing Cybersecurity in ECOWAS region, Area C: Support to GIABA, Area D: Fighting against illicit trafficking).

For each area A,B,C and D, it was required to proceed to:

• an identification of issues, strategical orientations and priority intervention areas
• a formulation of the project under 11th EDF (Phase II).

The main objectives of the evaluation were to provide the relevant external co-operation services of the European Union, the partner government and, when appropriate, the wider public with:

• an overall independent assessment of the past performance of the intervention of the KP DGCD programme, paying particularly attention to the results of the project against its objectives;
• key lessons and recommendations in order to improve current and future action.

The content of the evaluation included all activites undertaken within the framework of the KP DGCD budget support programme, namely:

• The budget support component with Government of Khyber Pakhtunkhwa;
• The service contract for Technical Assistance;
• The grant contract for Social Mobilisation.

The gender analysis provided information on persisting gender inequalities in Guatemala and the underlying reasons. It has:

• taken into account the situation of exclusion of indegenous women and how this interrelates with other types of inequalities and
• its impact on the realization of human rights and/or the access to the benefits of development initiatives.

Likewise, it contained a reference to the commitment and capacity of the Guatemalan government to work on gender equality and the empowerment of women and girls.

The objective of this MTR was to assess the relevance, efficiency, effectiveness and sustainability of the program implementation.

More particularly, the objective was to evaluate the theory of change of RESET through understanding and documenting i. the context and capacity of implementation and ii. the process and intermediate products the program attained in relation to its overall objectives and expected results as defined in the Programme design and its contribution to the Resilience Building in Ethiopia as per the model developed in the RESET Concept Not

Following several discussions on the subject of evaluation recommendations, the Evaluation Cooperation Group (ECG) decided that a Working Group on evaluation recommendations, management responses and feedback loops should be launched. This assignment produced a reference document to support this Working Group by:

• Taking stock of how ECG members and observers formulate evaluation recommendations, obtain responses to evaluation recommendations from management, engage the Board with evaluation recommendations, follow up on the implementation of evaluation recommendations, and draw on feedback loops to improve the formulation of evaluation recommendations and their implementation; and by
• Identifying lessons for promoting the recurrence of desirable outcomes in the aforementioned stages in the evaluation process, while precluding the recurrence of undesirable outcomes.

These objectives were addressed by drawing on desk research and close to 40 interviews with representatives of the evaluation, service, management and Board functions within the ECG members and observers participating in the Working Group.

The stocktaking and analysis of lessons learned identified a number of factors influencing the way the studied process are organised and implemented by the ECG members.

Particip GmbH provided quality assurance during this process.

The objective of the mission was to assess and report to the European External Action Service (EEAS) and the European Commission (EC FPI) whether a deployment of an EU Election Observation Mission (EU EOM) to Timor-Leste for the forthcoming General Elections (foreseen for February 2017) would be useful, advisable and feasible. Moreover, the objective of the ExM was to produce specific documents containing clear information and recommendations ahead of the HRVP's decision on the deployment of a possible EU EOM.

More specifically, the ExM:

1. Assessed the pre-election situation in the light of international standards for democratic elections and national legislation. The assessment covered: (i) Electoral framework for general elections (ii) election administration, (iii) human rights and fundamental freedoms, (iv) media, (v) voter registration, (vi) party and candidate registration, (vii) political situation, (viii) security aspects, (ix) logistics and operational matters, and (x) any other relevant issues relating to the elections and possible deployment of an EU EOM.

2. Drew lessons from the previous missions deployed in Timor Leste.

3. Made necessary preliminary logistics related enquiries and provide advice on how to organise the operational component of a possible EU EOM.

4. Assessed the security situation in the country, in particular in connection with the possible deployment of an EU EOM.

5. Advised on the focus, composition, number and length of stay of the Core Team members and long and short-term observers of the EU EOM.

6. Drafted tentative specifications and Terms of Reference of a possible EU EOM and/or an EEM and related estimated costs and budget breakdown.

7. Assessed the relevance of providing support to domestic observer organisations under the EIDHR.

8. Acquired updated information on EU election support (both EU and Member States) and other major actors' plans in this field, including in the area of electoral assistance.

9. Liaised closely with domestic and international election observation organisations that may be present on the ground regarding the preparation of elections. Seek close coordination with the OAS to this purpose.

10. Prepared a number of specific reports as outlined in section “VI. Output” of the ToR.

The aim of this specific contract was to support the Peruvian Authorities for the identification and formulation of a new intervention for the drugs sector based on a comprehensive analysis of the key problems and the assistance already available.

The assignment was split into two phases:

The specific objectives of ++Phase 1++ were:

• Mapping of current and past EU actions in the area of drugs and their impact/results (under bilateral, regional and thematic programmes).
• List the main areas of current/future intervention of other key donors.
• Assess the main achievements and challenges of the national strategy to fight against drugs.
• Based on (a), (b) and (c), propose potential lines of action under MIP 2014-2017 (up to €12 millions), taking into account their relevance with respect to the sector challenges and the feasibility to achieve concrete results in the framework of a project.

The specific objective of ++Phase 2++ was to develop the full project proposal once the Delegation and the newly elected authorities had agreed on the lines of intervention.
