Our projects

The overall objective was to evaluate the Results-Based Financing (RBF) for Low Carbon Energy Access Facility within the Energising Development (EnDev) Programme. The specific purposes of this evaluation were (i) to assess the performance of the RBF Facility over the period 2012-2020 against key OECD/DAC evaluation criteria, (ii) to understand and disseminate what had worked in which circumstances and why, and (iii) to derive lessons learned and recommendations for future programmes in RBF, energy access support through private sector development, and climate finance more broadly.

EnDev piloted an RBF scheme offering incentive payments to private sector market actors in the low-carbon off-grid energy sector in developing countries. Payments were made against pre-specified results achieved in delivery and sustainable operation of modern energy technologies and services.The aim of the RBF Facility within the global EnDev programme was to (i) increase access to modern energy services in developing countries (including vulnerable groups) (ii) through the use of decentralised renewable energy products and services, (iii) delivered as market-based approaches through private sector actors.

The scope of the evaluation encompassed 17 different RBF projects within the global EnDev programme. The evaluation focused on market changes and private sectors responses – such as market efficiency, business development, distribution strategies and technology adoption –, but also analysed the consumer perspective and the interaction with sector policies and regulation by national governments.

Outputs included:

• Inception Report.
• Baseline Report (review of existing baseline studies).
• Internal Process Review.
• A Mid-term Evaluation, including a set of project evaluations and a portfolio review.
• Deep impact studies of one selected country project in Tanzania.
• A cross-portfolio survey targeting RBF participants.
• Final Evaluation, including a set of project evaluations and a portfolio review.
• Concept notes for the various evaluation products.
• Networking conferences with individual projects to foster knowledge-sharing and learning experiences based on the above products and between projects.

Nine countries were targeted for field and remote evaluation: Bangladesh, Benin, Cambodia, Kenya, Peru, Rwanda, Tanzania, Uganda, Vietnam.

The evaluation will assess the Action using the five standard DAC evaluation criteria, namely: relevance, effectiveness, efficiency, sustainability and impact. In addition, the evaluation will assess two EU specific evaluation criteria:

• the EU added value (the extent to which the Action adds benefits to what would have resulted from Member States' interventions only);
• the coherence of the Action itself, with the EU strategy in the Pacific and with other EU policies and Member State Actions.

And in addition:

• The matching of the needs of national and local partners;
• The materialisation of the expected results (or perhaps only some of them) and their facilitating and contrasting factors;
• The performance of the management and its capacity to adapt to changing conditions;
• The governing mechanisms of the Action;
• The contribution to SDGs (4,5,13).

The overall objective was to contribute to the reduction of risks for the population and to interventions funded by the European Union for capacity building as well as the establishment of a basis for the sustainability of essential public services in the Goma Volcano Observatory.

Objective 1: Technically strengthen the GVO to refine the monitoring and analysis of risks related to

the exceptional activity of the Nyiragongo and Nyamulagira volcanoes by capitalizing on project support and previous support financed by European cooperation.

Objective 2: To work towards the institutional and scientific strengthening of the GVO through targeted support to the

training programme and the promotion of study visits and scientific exchanges.

Objective 3: Strengthen the sustainability of essential services of the GVO from the development of partnerships and other strategies.

The Federal Republic of Somalia received financing from the World Bank toward the cost of the Somalia Capacity Injection Project. The World Bank worked with the Federal Government of Somalia and the Government of Puntland State of Somalia to develop the Capacity Injection Project to support the flagship programme. A key component of the project sought to ++improve policies and procedures for civil service management++ including development of public sector pay and grading policy and implementation plan to include ++reclassification of civil service jobs and implementation of pay and grading reforms++. This necessitated the provision of technical assistance to establish civil service jobs (establishment posts) across ministries, departments and agencies (MDAs) on the basis of clear organizational mandates, optimal structures and functional responsibilities.

The objective of the assignment was to carry out a combination of field work and diagnostic analysis of public sector pay and grading trends and living standard assessment in Somalia and propose solutions that would ++provide adequate incentive for improved performance of civil servants++ and also ++enable efficient and effective management of public government’s wage bill++ as aligned to national strategies and development aspirations to promote sustainable growth.

The pay and grading assignment focused on identification of strengths and weaknesses of existing compensation and incentive structures, systems and processes. The team also undertook analysis of information from the labor market and review of existing reports of government on pay and grading options, salary harmonization, recurrent cost and reform financing (RCRF) and other remuneration policies and packages administered by international development partners in Somalia. The proposed solutions took account of labor market realities in East Africa and other regions, and pay and grading practices and reform in fragile and conflict affected countries with similar development characteristics.

The overall objective of the assignment was to allow the EU, its Member States and broader public to assess the performance and impact of their collective AfT.

The specific objective of the assignment was to prepare the EU AfT Progress Report 2020 and its associated deliverables.

The specific objective of the assignment was to contribute to the implementation of the Improvement Plan by the Inter-Ministerial Technical Task Team for Violence Against Women and Children through the mapping of existing services offered by all government departments to women and children victims of violence.

As a result a comprehensive package of services responsive to the needs of women and children in all their diversity were defined and positioned to inform, in particular, the ways in which government’s response to victims of violence can be improved.

The overall objective of the project is the development and reinforcement of the communication and visibility of the 'Making a success of advanced status' programme.

Specific objectives:

• Implement the RSA communication and visibility strategy as a tool and vehicle for the regulatory convergence process towards the EU;
• Promote the benefits, challenges and opportunities of Morocco's regulatory convergence process by implementing the communication and visibility strategy for the benefit of the identified target groups;
• Engage the public sector, the private sector and the civil society related to the reforms by the RSA programme;
• Strengthen the process of consultation between the public sector, the private sector and civil society in sectors related to the RSA programme;
• Inform the RSA stakeholders about the instruments proposed by the program (TA, twinning, TAIEX, SIGMA projects) and the way to have access to these actions.

The specific objective of the mission was twofold:

1. to support the authorities in the formulation of the country's strategy for the promotion of a ++

blue economy approach++,

2. to identify and formulate a ++support program++ for the ++fisheries sector++, integrating the ++sustainable management++ of ++fishery resources,

marine ecosyste++, ++social inclusiveness++ and coordination with other sectoral actions aimed at a ++blue economy++.

Overall objective

The Overall Objective is to establish a comprehensive Monitoring and Evaluation mechanism: for the EUTF in response to the Syrian crises, the 'MADAD Fund'.

Purpose:

The purposes of this contract are:

l. Results-Oriented Monitoring: To monitor the implementation of and develop recommendations for ongoing MADAD-financed projects and provide evidence­ based know ledge on the results and outputs, through the use of SMART qualitative and quantitative indicators.

2. Data Collection: To assess effectiveness of the EUTF at thematic and geographic level, through regular data collection and systematization as well as sector/country analysis.

3. Impact-focussed Evaluation: To assess the sustainability, efficiency and effectiveness of Madad-funded programs and evaluate prospects of impact.

The objective of this project is to provide electoral and technical guidance to EEAS HQ (Global.3 and Africa.2) as well as the EU Delegation to Malawi, during the period leading to the new presidential election, ordered by the Constitutional Court of Malawi in its judgement of 3 February 2020.

This analysis will contribute to the work of the EEAS and the EU Delegation to Malawi, in preparation for the 2020 fresh presidential election. It will also help to ensure the ground for the effective follow up to the 2019 EU EOM recommendations, especially those that require a legislative change, in the post 2020 electoral period. Furthermore, activities could contribute to the EU Delegation in Malawi analysis and reporting on the presidential election (tbc depending on the date of the new election).
