Project description
The European Union, in collaboration with the Palestinian national authorities, is launching a project to update the Palestinian national strategy for East Jerusalem in response to significant political, social, and economic changes since the 2017–2022 plan. The project will work closely with the Office of the President of the PLO, the Ministry for Jerusalem Affairs, and the Governorate of Jerusalem to ensure full national ownership and a unified vision. The primary objective is to support the Palestinian national authorities in drafting and updating the strategy for East Jerusalem for 2026–2031. This work will encompass all neighbourhoods and areas historically defined as East Jerusalem, including both J1 and J2 administrative and geographic divisions. Specifically, the project aims to:
- To assess the current political, social, and economic realities in East Jerusalem and how they have changed since the last strategic plan for 2017-2022.
- To identify key areas where the Palestinian authorities can strengthen their approach to protect and advocate for the rights of Palestinian inhabitants in East Jerusalem.
- To facilitate increased coordination and division of labour among the Office of the President of the PLO, the Minister for Jerusalem Affairs, and the Governor of Jerusalem in aligning around and implementing the updated strategy.
- To ensure the strategic plan is well-informed, grounded in latest data and trends, and aligned with the vision of Jerusalem as a shared capital living in peace for two states.
- To outline actionable steps and partnerships that can be leveraged to work towards the strategic goals
Job description
- Conduct comprehensive research on the current circumstances in East Jerusalem, focusing on political shifts, demographic changes, socio-economic challenges, and resource availability.
- Analyse key indicators such as poverty rates, population dynamics, housing permits, education needs, and settler activities.
- Engage in regular consultations with the Office of the President of the PLO, the Minister for Jerusalem Affairs, and the Governor of Jerusalem. The mission will also consult the Representative of the Palestine Liberation Organization (PLO) Executive Committee.
- Facilitate workshops and forums with Palestinian inhabitants and community leaders in East Jerusalem to gather insights and feedback.
- Use participatory approaches to establish clear, measurable objectives and corresponding actions that reflect the aspirations and needs of Palestinian people in East Jerusalem.
- Craft strategies that foster cooperation with international partners, focusing on advocacy, resource mobilization, and strategic communications.
- Draft initial versions of the strategic document that reflect findings from the research and consultations.
- Iterate on document drafts following feedback from key stakeholders to ensure alignment and comprehensiveness.
- Present the final strategy document to national partners and EU representatives for endorsement.
- Ensure the final strategy is translated into both English and Arabic to maximize accessibility and understanding.
Requirements
- Extensive experience in strategic planning, policy development, and governance in politically sensitive and complex environments.
- In-depth knowledge of the political, social, and economic context of East Jerusalem.
- Proven experience in engaging with governmental bodies, international organizations, and local communities.
- Strong analytical, drafting, and communication skills, with the ability to work in both English and Arabic.
- Ability to handle complex, multi-stakeholder processes, ensuring effective coordination and cooperation.
