Position
We are seeking a highly experienced and strategic-minded Team Leader to spearhead the implementation of a landmark EU-funded Technical Assistance operation under the Green Sustainable Industries (GSI) project in Egypt.

The Green Sustainable Industries (GSI) project in Egypt is an EU-funded initiative, implemented by the European Investment Bank (EIB) in partnership with the Egyptian Environmental Affairs Agency (EEAA), to support Egypt’s transition towards a low-carbon, resource-efficient, and environmentally sustainable industrial sector. Building on the success of previous pollution abatement programmes (EPAP I–III), GSI provides a combination of loans and grants to industrial enterprises for investments in pollution control, energy and resource efficiency, renewable energy, green hydrogen, and circular economy solutions. The project also supports the digital transformation of EEAA, capacity building of public institutions and banks, and promotion of sustainable finance, with a strong emphasis on climate action, gender equality, and alignment with EU environmental standards
Job description
Key Responsibilities
As Team Leader of the Project, with placement in Cairo, Egypt, you will play a central leadership role in managing a complex, multi-component assignment aimed at accelerating Egypt’s industrial green transition. You will act as the primary interface between the Consultant team, the EEAA, the EIB and other stakeholders including participating banks and industrial enterprises. Your role will be instrumental in ensuring the effective coordination, quality assurance, and timely delivery of technical assistance activities across the project’s seven thematic components.
1. Strategic and Operational Leadership
- Provide overall strategic direction and technical leadership for the TA team.
- Coordinate the planning, implementation, and monitoring of all project components in accordance with the GSI Operational Manual and EIB procedures.
- Lead the preparation of work plans, financial forecasts, and performance reports for submission to the EEAA and donors.
2. Project Management and Coordination - Serve as the day-to-day project manager overseeing the technical, administrative, and financial delivery of activities.
- Supervise and coordinate the work of all key and non-key experts.
- Ensure quality assurance of outputs and compliance with contractual obligations, including timely submission of deliverables and reports.
3. Stakeholder Engagement and Institutional Liaison - Act as the main point of contact between the TA team and EEAA’s Project Management Unit (PMU), the EIB, EU Delegation, AFD, and other co-financing institutions.
- Facilitate coordination with participating banks (GSI banks), industrial enterprises, ministries, and regulatory authorities.
- Support high-level dialogue, donor coordination missions, and the organization of Steering Committee meetings.
4. Capacity Building and Technical Guidance - Oversee capacity building activities for EEAA, banks, and industries on topics such as decarbonisation, pollution abatement, digitalisation, and ESG integration.
- Provide guidance on the screening, assessment, and monitoring of sub-projects, ensuring alignment with EU Taxonomy, environmental and social safeguards, and Egyptian regulations.
5. Oversight of 7 Key Components - Ensure integration and coherence across all seven components:
- Support to the PMU
- Investment Support to Industry
- Advisory Services to Industry
- Digital Transformation at EEAA
- Building EEAA Capacity on Environment, Climate and Social Standards
- Support to Banks on Sustainable Finance
- Communications and Visibility
- Approve procurement methods for sub-projects, supervise tender evaluations, and guide compliance with operational procedures.
6. Monitoring, Evaluation and Reporting - Lead the preparation of inception, interim, and final reports, ensuring accurate and evidence-based reporting of progress, impacts, and lessons learned.
- Monitor performance indicators aligned with the GSI logical framework and support the EEAA in semi-annual progress updates to the EIB.
7. Risk and Issue Management - Identify and address potential implementation risks (e.g., political, financial, operational).
- Develop mitigation strategies in collaboration with the TA team and the EEAA.
This position requires a dynamic and experienced professional capable of leading multidisciplinary teams and engaging diverse stakeholders to deliver high-impact, climate-aligned industrial development outcomes.
Requirements
Qualifications and Skills:
- University degree in engineering, environmental science, environmental economics, or a related discipline.
- Excellent spoken and written English; Arabic knowledge is a strong asset.
- Proficient in MS Office and standard project management tools.
General Professional Experience: - Preferably 10+ years of experience in environmental, pollution abatement or decarbonisation projects in emerging economies.
Specific Professional Experience: - Proven experience as Team Leader/Project Manager in at least 3 major projects.
- Track record in marketing and development of pollution abatement, circular economy, and decarbonisation projects.
- Experience advising businesses on green industry investments.
- Familiarity with sectors covered under GSI, which is cement, chemicals, fertilizers, iron and/or steel.
- Experience in EU or IFI-financed projects in the region is considered an asset.
